Position Announcement

Utah Valley University is seeking a Director! Working under the direction of the Accessibility Services Senior Director, the Director of Deaf and Hard of Hearing Student Services (DHHSS) is responsible for the leadership, policy development, and commitment to accessibility for Deaf and hard of hearing students, making a significant impact to their educational journey. This involves developing, improving, and maintaining accessibility practices and collecting and analyzing emerging data to evaluate programs for effectiveness, ensuring that services such as sign language interpreting, transcription, and communication devices meet the needs of students. Additionally, the DHHSS Director upholds linguistic and cultural focus to support student success by championing practices that promote equal opportunities to advance an inclusive and accessible campus. This includes working with individuals and departments to assess and reconcile access communication issues and advocating for the DHH community in a coalition-building manner.

Summary of Responsibilities


  • Compliance, Leadership, and Collaboration: Determines, reviews, and updates DHHSS policies, procedures, and guidelines specifying roles, responsibilities, and rights for students, faculty, and other campus stakeholders. Oversees the implementation and execution of DHHSS policies by frequently assessing existing policies, ensuring they remain relevant, effective, and aligned with legal requirements and best practices. Directly supervises the DHHSS Assistant Director and provides leadership oversight to the DHHSS team of full-time, part-time, and student employees. Ensures adherence to federal laws, including Section 504 of the Rehabilitation Act and the ADA. Monitors state and local regulations that impact accessibility. Identifies existing and potential barriers that hinder equal access for Deaf and hard-of-hearing students. Develops strategies to eliminate barriers systematically. Partners closely with Accessibility Services counselors and staff to determine appropriate accommodations for students who are Deaf/Hard of Hearing, ensuring equitable access to education and campus life.
  • Collaboration, Strategic Communication, and Budget Governance: Works closely with campus partners to ensure consistent and fair handling of complaints. Ensures communication methods are accessible and equitable for all, regardless of disabilities or language barriers, safeguarding student privacy (FERPA). Communicates strategic recommendations and plans to optimize accessibility outcomes. This includes proposing innovative approaches to enhance efficiency and effectiveness, providing productive feedback, and working successfully with a variety of constituencies and offices with varied needs, missions, goals, and objectives. Meticulously reviews and manages the allocation of DHHSS resources, collaborating with stakeholders to ensure that budget decisions align with strategic goals and priorities.
  • Expertise: Actively utilizes extensive knowledge and experience to function as the DHHSS subject matter authority to advocate, elevate awareness, share best practices, and address challenges faced by Deaf and hard-of-hearing individuals. Actively engages in discussions, decision-making, and policy formulation within boards and committees, shaping strategic directions and ensuring that DHHSS aligns with its mission and goals. This includes delivering compelling presentations that educate and inform diverse audiences.
  • Performs other duties as assigned.


Minimum Qualifications

Bachelor's degree or higher in Deaf studies, vocational rehabilitation, or a closely related field, plus two years of related experience; OR a combination of education/work experience in the field of Deaf/Hard of Hearing services totaling at least eight years. Conducts highly complex linguistic and cultural collaboration, unsupervised and with extensive latitude for independent judgment.

Preferred Qualifications:
Fluent in American Sign Language. Experience as a supervisor and at least four years of experience in ASL Interpretation, deaf education, or a closely related field. Master's degree or higher.

Licenses or Certifications:
National Interpreter Certification, Utah Professional Certification, or Board of Evaluation of Interpreters Certification Program.

Knowledge, Skill, and Abilities

Knowledge
  • Knowledge of the RID Code of Professional Conduct, policies, and procedures in a post-secondary environment, interpreting post-secondary educational classes, and federal and state disability and confidentiality laws (Section 504, FERPA, etc.).
  • Knowledge of ethical management practices, detailed record keeping, reporting, and capacity building.
  • Knowledge of priorities of the institution, division, and department levels.
  • Knowledge of the American Disability Act (ADA), Effective Communication, and related federal regulations, state statutes, and laws.
  • Knowledge of American Sign Language (ASL), Cued Speech Transliteration, Signed Exact English, Video Relay, CART, type-well, and speech-to-text technologies.
  • Knowledge of how to interpret audiograms and related disability documentation.
Skills
  • Skilled in Signed Exact English, verbal interpreting, and/or Cued Speech Transliteration.
  • Skilled in applying the RID-NAD (Registry of Interpreters for the Deaf - National Association of the Deaf) Code of Professional Conduct to support logistic strategy between ASL Interpreters, students, and visitors who are deaf or hard of hearing.
  • Skilled in advocating for the DHH community in a coalition-building manner.
  • Skilled in collecting and analyzing data and evaluating programs for effectiveness.
  • Skilled in the use of technology such as Microsoft Office and virtual meeting software.
  • Skille in effective verbal/written communication.
  • Skilled in crisis response and conflict resolution.
  • Skilled in American Sign Language (ASL) interpretation and transliteration.
