IT Construction Project Manager

Definition:
The Technology Department is seeking a talented individual to fill the position of IT Construction Project Manager. The successful candidate will act as Project Manager for IT construction on district Facilities and Bond projects. This includes the coordination requirements related to the districts physical security projects that fall under the Facilities, Technology and Public Safety departments.

Comprised of two colleges, West Valley College and Mission College, we are located in the heart of Silicon Valley. Our staff and faculty are among the most qualified in the state and our students appreciate our two colleges for our friendly staff and supportive atmosphere.

Under the direction of the IT Director of Cybersecurity & Infrastructure or the Vice Chancellor, Information & Educational Technology, perform project management with district-wide Facilities & Public Safety Construction projects with a Technology component.

The IT Construction Project Manager will provide expertise, skill and knowledge related to the design, development, testing, enhancement, and support of IT, Facilities, and Public Safety projects districtwide.

Assignment:
100% of full time, 37.5 hours per week, 12 months per year, with anticipated start date of July 2026. Schedule may change to include some evening or weekend hours, as needed. This position is represented by the West Valley-Mission Classified Employees Association (WVMCEA), Office, Technical & Business Services Employee Unit.

Work Location: District Information Systems (IS) department, located on the campus of West Valley College, Saratoga, CA or the IS department located on the Mission College campus.

IMPORTANT NOTE:
This is a bond-funded position, and position is contingent upon ongoing bond funding.


Salary and Benefits:
Anticipated Hiring Range:
  • $17,857.33 - $18,582.83 monthly (2026-2027 WVMCEA Salary Schedule, Principal IT Architect Classification, Range 98, Steps A-C).

Minimum Qualifications:
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
  • Experience: Four years of responsible advanced journey experience similar to Senior Information Technology Analyst with the West Valley-Mission Community College District.
  • Education: Equivalent to a Bachelors degree from an accredited college or university with major course work in information technology or a related field.

AND

Understanding of, and sensitivity to the diverse academic, socio-economic, ethnic, religious and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.

Desired Qualification:
The ideal candidate will possess a strong technical background including:
  • Significant experience with IT and Facilities management systems, leadership, and project management.
  • Provide IT expertise and requirements to guide discussions with Facilities, Construction Managers, and contractors.
  • Principles and practices of producing effective project and technical documentation.
  • Extensive experience working with construction design documents and line drawings/specifications. Solid understanding of the building design process including SD, DD and CD phases.
  • Understanding of IT infrastructure, including, but not limited to, Category 6A cabling, Single mode fiber, cable pathways, grounding, cable testing and certification.
  • Knowledge and understanding working construction vendors representing the various trades required to develop new building containing new classroom and office spaces.
  • Ability to supervise contractor work, understand scope of work details, document work deficiencies, provide inspection and acceptance of contractor work.
  • Knowledge of data networking, Windows/Linux server architecture and functionality.
  • Knowledge of Building Automation Systems (BAS), Energy Management Systems (EMS), Fire Alarm Systems, ERCES, DAS and the IT integration required for those systems.
  • Coordination of physical security projects working with both IT and Facilities departments.
  • Coordinate project meetings effectively and facilitate outcomes.
  • Assist in the development and monitoring of an assigned program or project budget; project, track and reconcile expenses.
  • The following certifications are not required but would be valuable: CAPM, PMP, or BICSI RCDD.

  • Evaluate existing and proposed systems and recommend upgrades and/or modifications.
  • Assist in the development and monitoring of an assigned program budget.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
  • On a continuous basis sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift or carry weight of 25 pounds or less.
  • Analyze problems related to area of assignment; identify and locate the source of the problem; diagnosis problem and develop logical, reliable solutions; and design and initiate corrective actions.
  • Communicate technical issues to individuals with varying degrees of information technology knowledge.
  • Organize and manage multiple priorities and perform a variety of work assignments.
  • Provide on-call service, as assigned, during off hours, evenings, weekends and holidays.
  • Use sound judgment in recognizing scope of authority.

Duties may include, but are not limited to, the following:
  • Coordinate the technical implementation and on-going administration of enterprise-wide cross-platform large-scale systems.
  • Perform cross-functional, multidisciplinary technical oversight to include evaluation of project work, staff, methods and associated procedures related to enterprise-level systems.
  • Design enterprise-wide systems architecture and integration strategies across multiple platforms, technologies or software systems.
  • Meet with vendors to design and develop hardware and software specifications, solutions and strategies.
  • Design and implement monitoring, capacity planning and modeling of enterprise-wide, multi-platform or multi-disciplinary systems.
  • Lead complex troubleshooting of urgent, enterprise-wide technical problems.
  • Consult with administrators and other department personnel to provide guidance and technical direction for proposed enterprise technical solutions.
  • Recommend goals and strategies for technology projects and solutions in response to district initiatives.
  • Participate in budget preparation.
  • Lead planning activities with college departments, outside agencies and systems vendors, and staff from multiple disciplines.
  • Participate on committees; answer questions and provide expertise related to area of assignment.
  • Build and maintain positive working relationships with co-workers, other district employees and the public using principles of good customer service.
  • Foster an environment that embraces diversity, integrity, trust and respect.
  • Be an integral team player, which involves flexibility, cooperation and communication.
