Job Summary


The Planning, Design & Construction department (PD&C) at the University of Colorado, Boulder is accepting applications for a Project Management Team Lead! The Project Management Team Lead supervises a team of Project Managers, Assistant Project Managers, Project Consultants, and Project Coordinators and provides leadership, supervision, and mentorship, with support from the Manager of Design and Construction and the Assistant Director, Design and Construction. The Team Lead serves as the University's representative on assigned projects, managing budgets, schedules, consultants, contractors, and coordinating with campus departments to ensure timely and successful completion of building and infrastructure projects.

This position is responsible for managing multiple large-scale, multi-million dollar design and construction projects from pre-construction through closeout. Alternatively, the role may supervise several smaller projects totaling similar value. Collaboration with University Planning and Engineering is essential throughout the project lifecycle.

Who We Are


The PD&C department is responsible for the planning, design and construction of buildings on campus, in support of CU Boulder's academic mission. The department focuses on long-range planning and capital development functions of the organization as a balanced counterpart to the project-related functions of Campus Design & Construction. Department staff strive to guide campus development in a way that gives physical form to the university's mission, vision, and programs through the effective use of human, environmental, and financial resources.


What Your Key Responsibilities Will Be


Team Leadership
  • Lead and support project staff in schedule and budget management, contract administration, bidding, design oversight, and dispute resolution.
  • Collaborate with Project Managers to review scopes of work and update monthly reports.
  • Foster team development and ensure continuous improvement in skills and performance.

Performance Management
  • Conduct annual performance reviews with input from team members and the Manager.
  • Manage work schedules, leave approvals, and time reporting.
  • Promote professional growth and skill development across the team.

Workload Planning
  • Collaborate with the Manager and the Assistant Director to assign and schedule projects and tasks for team members.

Project Development
  • Meet with campus clients to review proposed improvements and define project scope.
  • Communicate regularly with clients to ensure satisfaction and alignment with expectations.
  • Coordinate with Facilities Management, building occupants, and auxiliary services (EH&S, OIT, Parking).
  • Ensure compliance with policies and regulations in accordance with the department's Project Delivery Guide.
  • Collaborate with Department Leadership to review scopes of work and update monthly reports.

Schedule & Budget Management
  • Develop and maintain master project schedules using data from multiple sources.
  • Supervise progress and adjust schedules to ensure timely project delivery.
  • Prepare budget estimates and manage fiscal aspects of the project.
  • Negotiate costs with consultants, contractors, and suppliers.
  • Maintain and update budget tracking tools, including the Unifier Project Management module.
  • Engage with Project Managers and leadership to review and report on budgets and schedules.

Contractual Agreements
  • Solicit proposals or qualifications and negotiate contract terms.
  • Prepare and amend consultant and contractor contracts as needed.
  • Ensure compliance with State rules and regulations in consultant selection.
  • Monitor contract performance and ensure adherence to terms.
  • Mentor team members with proposals and contracts.

Bidding & Construction Administration
  • Supervise preparation of bidding documents and manage the construction phase.
  • Advertise bids, conduct pre-bid meetings and site visits, and chair bid openings.
  • Evaluate bids and award contracts in compliance with university procedures.
  • Coordinate construction activities with contractors and campus partners.
  • Lead weekly construction meetings to review progress and resolve issues.
  • Ensure quality control and communicate disruptions to the university community.
  • Complete contract close-out procedures.

Design Administration
  • Conduct design meetings with clients and consultants to finalize project documents.
  • Review and circulate design documents for campus feedback.
  • Monitor design progress and identify variances from project objectives.
  • Implement corrective actions and ensure quality assurance throughout design phases.
  • Communicate project updates to campus partners.

Dispute Resolution
  • Mediate disputes and evaluate issues from multiple perspectives.
  • Coordinate with supervisors on issues requiring higher-level approval.
  • Review and negotiate change requests from consultants, clients, and contractors.
  • Seek consensus among team members while ensuring compliance with codes and policies.

This position has the ability to work in a hybrid work modality, and has an anticipated work schedule of Monday - Friday during regular business hours.


What We Can Offer


The salary range for this position is $120,000 - $130,000 annually.

What We Require

  • Bachelor's degree in construction management, architecture, architectural engineering, construction engineering, or a closely related field and minimum of three (3) years of experience managing large-scale, multi-million dollar institutional or commercial construction projects.

Or
  • Associate's degree from an accredited, non-corresponding college or university in one of the above fields and a minimum of five (5) years of relevant construction project management experience in large-scale, multi-million dollar institutional or commercial buildings.
  • Equivalent combination of experience and education equal to 7 years may substitute.


What You Will Need

  • Provide strategic input to the Manager of Design and Construction, including recommendations that influence the pay, status, and tenure of team members.
  • Supervise performance planning and evaluations, ensuring alignment with departmental goals.
  • Assign tasks, monitor progress, and manage workflow to ensure projects are delivered on time and within budget.
  • May extend oversight responsibilities to external consultant project managers, ensuring consistency and quality across all project teams.
  • Operate with a high level of autonomy in completing daily responsibilities, requiring minimal direction.
  • Actively mentors and supports the professional development of managers, peers, and subordinates.
  • Plays a pivotal role in fostering a culture of growth, learning, and continuous improvement within the department.
  • Promote opportunities for skill enhancement and knowledge sharing across the team to strengthen departmental capabilities and performance.
