The Administrative Analyst is a key member of the administrative team at the Cal State San Bernardino Reentry Initiative (CSRI). Under the direction of the Associate Director of Administration, this position is responsible for the full range of fiscal, purchasing, payroll, and budgetary functions necessary to support the financial health and operational efficiency of the organization. The Analyst performs complex analysis, financial forecasting, budget oversight, and purchasing coordination across multiple Day Reporting Centers (DRCs) and acts as a liaison between CSRI, University Enterprises Corporation (UEC), and external funders. This role requires a high level of accuracy, accountability, discretion, and the ability to work both independently and collaboratively in a fast-paced, confidential environment.

We also serve as the grantee for federal, state, and local funding for research and sponsored projects.

Position Summary

Temporary, Non-Exempt, Full Time, Benefitted position through 6/30/26 (Appointment may be renewed annually based upon availability of funds, availability of work and satisfactory job performance).

Salary: $4,928.00-$6,024.00 per month

Location: On site. CSRI San Bernardino Center

Work Schedule

40 hours per week. Typically, 8:45AM-5:15PM, Monday-Friday (with some evenings and Saturdays required and hours are subject to change depending on business requirements).

Typical Activities

Under minimal supervision of the Associate Director of Administration, the Administrative Analyst (Accounting & Finance) will work independently to:

Fiscal and Budget Management

  • Analyze and monitor CSRI's multi-million-dollar annual budget.

  • Advise management on budgetary trends and funding projections.

  • Prepare, track, and submit invoices with required documentation (HIPAA-compliant).

  • Reconcile internal and external fiscal systems and reporting tools.

  • Participate in financial planning, cost analysis, and allocation studies.

    Procurement and Inventory Management

  • Coordinate purchasing of all program supplies and services across sites.

  • Navigate CSUSB procurement systems and maintain accurate records.

    Payroll and HR Liaison Functions

  • Serve as point of contact between CSRI and UEC payroll.

  • Monitor payroll timelines and resolve issues with UEC staff.

    Reporting and Compliance

  • Generate monthly and quarterly financial reports for CSRI leadership.

  • Ensure fiscal operations are compliant with internal, university, and CDCR standards.

  • Manage communications with funders regarding invoicing, compliance, and reporting needs.

    Cross-Departmental Collaboration

  • Support administrative and program staff with financial questions and requests.

  • Assist with facility oversight as needed and train others on fiscal systems and processes.

    Minimum Qualifications
    • Education & Experience:
      • Must possess either:
        • Three years of analytical experience involving a wide variety of clerical duties and an Associate's Degree. (Experience may be substituted for the education requirement on a year-for-year basis.) OR
        • 5 years of demonstrated experience in fiscal management and budget reporting and analysis. Proficient in Microsoft Suite, including excel and access. Knowledge of accounts receivables and payables and related activities.
    • Other:
      • Public sector and grant-funded budgeting principles
      • Accounting and auditing standards.
      • University and auxiliary organization financial systems (e.g., UEC, CSUSB systems).
      • Procurement policies and inventory management.
      • HIPAA, confidentiality, and state/federal financial compliance standards.
      • Budget forecasting and financial modeling.
      • Accounts receivable/payable systems.
      • Generating clear and accurate financial reports.
      • Communicating effectively with multiple stakeholders.
      • Using Microsoft Excel, Word, and financial databases with advanced proficiency.
      • Prioritize and manage multiple tasks with minimal supervision.
      • Interpret complex policies, procedures, and regulations.
      • Problem-solve and provide strategic input to leadership.
      • Maintain confidentiality and professionalism at all times.
    • Special Requirements:
      • A background check (including a criminal records check) must be completed satisfactorily before any candidate's job offer is finalized.
      • Live Scan Fingerprinting is required for all employees.
      • Yearly TB testing.
      • Experience managing budgets funded by government grants or contracts.
      • Strong analytical skills with the ability to create financial forecasts and trend reports.
      • Demonstrated success in improving or streamlining fiscal processes or reporting.

    Preferred Qualifications
    • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
    • Experience working in a university, nonprofit, or public agency setting.
    • Experience managing budgets funded by government grants or contracts.
    • Experience using CSU's CFS, CFSDW, QuickBooks, Concur, or other financial management software.
    • Strong analytical skills with the ability to create financial forecasts and trend reports.
    • Demonstrated success in improving or streamlining fiscal processes or reporting.
