DEPARTMENT/PROGRAM SUMMARY
CSUMB's residential communities are capable of housing more than 50% of the student body, with a capacity of more than 3,600 bed spaces on Main Campus in residence halls, suites and apartments and East Campus in apartments. On campus housing is a significant recruitment and retention tool for the University. The mission of CSUMB's Student Housing & Residential Life is to create an environment that supports students' intellectual and personal development, fostering a sense of community and belonging. A clear staffing structure is established to meet programmatic goals, and the Senior Director fosters a supportive and high-performing team environment.
POSITION SUMMARY
The Senior Director of Student Housing and Residential Life (SHRL) provides leadership and strategic direction for Cal State Monterey Bay's vibrant student housing communities and residential educational initiatives. Serving as the administrator for SHRL programs, services, and operations, the Senior Director provides comprehensive vision, guidance and leadership for the planning, development, and implementation of a student-centered residential experience. The Senior Director reports directly to the Associate Executive Director of University Corporation ("AED") with day-to-day guidance and leadership from the Associate Vice President for Student Affairs and Dean of Students ("AVP/DOS") . For any employment personnel matters, such as but not limited to, a change in work hours, vacation/leave requests, travel approvals and expenses, budget approval, professional development, pay increases, performance evaluation or disciplinary actions, all the employees in the department report to their University Corporation supervisor. The Senior Director supports both the operational and student life aspects of the housing program, ensuring alignment with institutional priorities related to service delivery, student engagement, and campus life.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to. the following:
Leadership
- Leads the department's strategic planning process in concert with the University Corporation, Division of Enrollment Management & Student Affairs (EMSA) , and the University to position housing as a strategic retention and recruitment engine, deeply aligned with institutional vision and values.
- Recruits, hires, trains, supervises, and evaluates professional staff.
- Directly supervises the SHRL leadership team and indirectly oversees 20 professional staff, 70 student employees and 100 resident assistants.
- Leads SHRL to model positivity, student-first thinking, and focused hospitality, setting a tone of warmth, trust, and responsive care for all staff as well as students.
- Creates and regularly reviews departmental procedures and drafts policies in compliance with CSU and campus standards.
- Creates and maintains relationships with appropriate individuals and departments on campus including Greystar (the current property and maintenance manager on East Campus), Facilities Management Department (FMD) and the University Police Department (UPD).
- Anticipates needs, emerging trends, identifies opportunities for improvement, and leads initiatives that enhance the student residential experience.
- Co-leads crisis response efforts with campus leaders. This response includes coordinating post-incident support for residents, managing critical incident reports, and developing on-call schedules.
- Develops and administers business operations policy and processes including housing rates, occupancy, and license contract implementation and compliance for eligibility and timely payments of student housing revenues and meal plan fees.
- Oversees housing fee structures, rate proposals, and occupancy revenue strategies in alignment with institutional goals and affordability considerations.
- Ensures fiscal responsibility through effective budget forecasting, cost analysis, and regular financial reporting.
- Collaborates with finance and administrative leadership to align housing operations with broader campus financial policies and practices.
- Maintains appropriate controls and oversight of the operating budget and proposes changes in the annual budgetary allocation as the needs and interests of the university and department warrant.
- Develops and administers an annual operational expense budget.
- Ensures effective communication between SHRL and Administration & Finance units with respect to student accounts (including Financial Aid).
- Oversees the housing and meal plan application, room assignment process and occupancy management for all residential students.
- Approves, administers, and publishes the SHRL license agreement annually.
- Oversees the marketing and communication of programs and policies through website, social media, phone, email and all other communication options.
- Develops and maintains a promotional program for student housing that encourages students to view CSUMB as a residential campus and to assist with student retention.
- Oversees and enhances processes for move-in, maintenance, work orders, occupancy management to ensure a student-centered experience.
- Represents SHRL in planning for major capital improvement projects, renovations and new construction projects related to student housing. Develops the programmatic plan for use of student housing facilities that contributes to enrollment goals and student belonging.
- Leads the collaborative facilities-related work and planning between SHRL, University Corporation, and FMD including planning for future facility needs.
- Oversees custodial support of student housing facilities on Main Campus during the academic year and during the summer, balancing FMD work, summer students, conference attendees and early arrivals.
- Oversees the summer housing program for students and for conference attendees. Works collaboratively with University Affairs, Ceremonies and Events (UACE) to ensure appropriate use of residential facilities during the summer.
- Designs and delivers an immersive residential experience that cultivates the intellectual, cultural, social, and interpersonal growth of each student resident..
- Oversees all aspects of Residential Education, including the implementation of a student development curriculum and community engagement initiatives that build a residential culture of rituals and traditions that foster a safe, enriching, and inclusive living-learning environment for all students.
- Develops, implements, and evaluates a residential community that is responsive to student needs and fosters and promotes learning for students while in residence.
- Works collaboratively with the Campus Dining staff to ensure a positive dining experience for residents.
- Oversees the administration of the student conduct process within housing, ensuring alignment with University standards in collaboration with the Student Conduct office.
- Implements effective strategies for program and service development, decision-making, and assessment.
- Serves as Senior Housing Officer for CSUMB. Acts as liaison to other institutions in areas of student housing and residential life as needed.
- Serves as an Administrator on Call to support professional staff in managing critical incidents.
- Maintains awareness and understanding of federal, state, CSU, campus and University Corporation policies and procedures in order to effectively administer programs.
- Develops effective liaison relationships with and between the community and SHRL.
- Provides bi-weekly, monthly, annual, and other reports as needed to the University and Corporation.
- Promotes and maintains an atmosphere of excellent internal and external customer service within the department.
- Participates in state, regional, and national organizations related to university housing and student affairs as resources permit.
- Serves on various campus committees as assigned.
- Performs other job-related duties and special projects as assigned.

Knowledge of and demonstrated expertise with:
- Planning, organizing, and coordinating college or university residential housing programs; facilitating, mentoring and/or guiding individuals and groups of college students; planning university student services programs; knowledge of practices and trends of the student services field and working knowledge of student services programs.
- Demonstrated supervision of professional staff;
- Familiar with contemporary literature and best practices in the areas of student life and residential services, facilities, and business operations; Familiar with assessment and evaluation.

Qualifications
Education and Experience:
Equivalent to a Master's degree from an accredited college or university AND seven years Student Affairs experience in a residential university program, preferably at the senior housing management level. Demonstrated success in leading change within student housing especially around student belonging, community-building, and customer service excellence. Proven ability to innovate within complex systems, launching new programs or redesigning systems to improve student engagement and retention. Additional experience beyond the minimum requirement that demonstrates that the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for up to two years of the education on a year-for-year basis.
DESIRABLE QUALIFICATIONS
- Doctoral degree in Higher Education, Student Affairs, Counseling or a related field is preferred.
- Significant experience developing university student housing programs and services, including residence education, assignments, budget, facilities, and operations.
- Experience designing or scaling residential life models that prioritize student belonging, social integration, and holistic wellness, with measurable impact on retention or engagement.
- Knowledge of the California Education Code and laws that affect CSU policies that apply to CSU programs and services.
- Experience in developing cooperative and collaborative working relationships with individuals and groups.
- Experience in assessment of programs and activities with a focus on learning outcomes. Experience and some proficiency with Peoplesoft, StarRez, Maxient and Cbord (PCS Odyssey) systems.
- Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence.
