Job Description Summary
Reporting to the Director of Benefit Operations, this position will serve as the benefits expert regarding the Equifax ACA manager tool and be the benefits liaison with employees and schools/centers for inquiries about ACA benefits. Initiate and review annual ACA eligibility. This role will assist the Benefits Director in managing data when onboarding and completing the required compliance filings for CMS and other vendors. Pull and aggregate census data and medical deductions for compliance reporting. Track, monitor and report taxation for various benefits programs.

Job Responsibilities
- Primary subject matter expert on the University's compliance with ACA. Act as a liaison with Business Administrators to answer questions regarding eligibility for ACA benefits, tracking hours, and explaining benefit plans. Tracking and processing chargebacks to departments for the full EB rate on employees who become ACA eligible. Work with BRi to manage direct bill process. Primary contact with Equifax for University and Health system data management in the Equifax ACA manager system. Compile data for 1095C IRS filing and for individual 1095C production, including auditing pre-filing data
- Coordinate all health and welfare compliance requirements, including but not limited to audits, tax filings (5500's), Consolidated Appropriations Act, Non-discrimination testing, Transparency in Coverage, Mental Health Parity, RxDC Reporting to CMS, and San Francisco Health Care Security ordinance.
- Act as point person/Liaison for CMS regulated Part D plan, working with various internal and external partners on file issues, audits, terminations, and reinstatements. Ensure survivors are elevated property without gaps and information is transmitted correctly to carriers.
- Analyze, compare, and correct data in multiple reports to determine why errors occurred and work with integration team and vendors to resolve. Review integrations files and extract data from integrations runs and send to carriers to validate file feeds, that require vendor investigation and resolution. Assist in review of any potential Benefits plan changes and develop plan for updating the appropriate file feeds as needed.
- Coordinate all integrations between Workday and benefits carriers, incoming and outgoing, work with the HCM team to initiate new or significant revisions to integrations, for example, such as Core Stream, Curalinc, WebMD, and IBX, and Carrot fertility
- Develop audit reports, clean up benefit census reports from Workday, and conduct quarterly comparison reports to carrier data, including fertility benefit utilization and taxation.
- Support Benefits Director in preparing analysis of health claims activity in partnership with Towers Watson and Health Advocate. Assist Sr. Wellness Specialist and Director in developing wellness analytics to support goals.
Qualifications
- Bachelor of Science and 5 to 7 years of experience or equivalent combination of education and experience is required.
