Location

Our Kennesaw campus is located at 1000 Chastain Road NW, Kennesaw, GA 30144. Our Marietta campus is located at 1100 South Marietta Parkway, Marietta, GA 30060.

Job Summary

Leads the development and on-going implementation of three Federal United States Department of Education Programs, (Upward Bound and Upward Bound Math-Science). Acts as the primary liaison between the programs and KSU Administration, Faculty, public school district partners, participants, parents, and community representatives. Ensures program meets established goals, objectives, and federal guidelines. Responsible for program development, implementation, and management of day-to-day operations involving planning, supervision, and evaluation of programs and program staff, budgeting, record retention, and preparing time and effort reports and mandated compliance reports. Responsible for creating awareness and understanding of TRIO programs through outreach efforts.

This position is considered limited-term staff since it utilizes contingent funding. Continued employment is contingent upon availability of grant funding for this position.

Responsibilities

KEY RESPONSIBILITIES:
1. Manages TRIO Program operations and goals of participants
2. Conducts research, manages administrative tasks and operations to comply with program requirements, and report research findings to appropriate parties
3. Facilitates communication regarding the TRIO Program operations, goals, and needs of Upward Bound participants, conduct research, manage all administrative tasks and operations to comply with program requirements, and reporting research findings in formal and informal venues
4. Assures that TRIO Programs are organized, monitored, and managed to meet goals and objectives
5. Designs, develops, and directs all facets of the Upward Bound and Upward Bound MathScience programs according to established guidelines, regulations, policies and procedures
6. Ensures the programs are conducted in compliance with the U.S. Department of Education program guidelines and the specific requirements contained in the University grant proposals
7. Reports data as required, tracks expenditures and maintains financial records following federal guidelines
8. Ensures student records are complete, current, and confidential, reviews TRIO Program materials, monitors programming content, schedules, and budgets against program criteria,
9. Prepares federal reports, prepare the continuation proposal, and attend meetings with the U.S. Department of Education Office as needed
10. Ensures that unit data is collected to establish patterns of employee performance and fiscal return on investment for all programs and collaborative initiatives and reports such data quarterly and annually to leadership
11. Establishes and maintains close working relationships with various University representatives, the federal government (Department of Education), target schools' faculty and administrators, and community agencies
12. Ensures the development and operation of an effective tracking and monitoring system
13. Works with the marketing and data communications , Admissions, Registrar, Financial Aid, Enrollment Management and Services, Institutional Research, and Computer Services
14. Coordinates with staff to ensure that all required tracking and monitoring systems are maintained and fully utilized
15. Manages the program by ensuring that the TRIO Programs meet all grant obligations on time to allow the preparation and submission of all necessary U.S. Department of Education report
16. Documents the progress of the programs in achieving its funded objectives by coordination and evaluation of the project
17. Develops a competent and effective staff by recruiting, selecting, training, supervising, and evaluating staff members in compliance with the University's established guidelines, regulations, policies and procedures
18. Represents the programs by attending appropriate meetings, on and off-campus
19. Facilitates the development of activities and programs designed to encourage underrepresented populations to overcome barriers to postsecondary education
20. Provides direct academic support services to Upward Bound participants and supervises participants at activities, cultural events, and cultural trips
21. Recruits at area high schools and also coordinates and attends Community Outreach Events
22. Provides coaching and advising for students on academic concerns, policies, and procedures, fiscal responsibilities, and life skills
23. Monitors student progress toward degree progression to graduation and proactively schedules appointments with struggling students to work through issues

Required Qualifications

Educational Requirements
Master's Degree from an accredited university of higher education in a related field.

Other Required Qualifications
Current, valid and unrestricted Georgia driver's license

Required Experience
Three (3) years of related work experience in educational program management, personnel management, and fiscal management required

Preferred Qualifications

ADDITIONAL QUALIFICATIONS: (Preferred qualifications)
An advanced degree from an accredited institution of higher education in a related field
Expertise with student advocacy, student advisement, retention engagement programs, and graduation initiatives
Experience with Banner and Owl Express
Experience planning, organizing, and implementing large events
Experience working with Upward Bound, or other programs focused on low-income, first generation, or academically disadvantaged students Prior experience working with students from diverse backgrounds
Experience with federal TRIO programs, academic support programs, or similar programs for disadvantaged students
Experience in academic coaching; staff supervision; budget management; program development and evaluation; reporting and compliance with federal regulations

Knowledge, Skills, & Abilities

ABILITIES
The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required
Able to travel between four high schools, KSU-Paulding, KSU, and community partners
When students attend field trips, the ability to drive a van may be required
Able to facilitate a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds
Able to remain competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as required
Able to handle multiple tasks or projects at one time meeting assigned deadlines

KNOWLEDGE
Knowledge of federal TRIO programs, academic support programs, or similar programs for disadvantaged students

SKILLS
Excellent interpersonal, initiative, teamwork, problem solving, independent judgment, organization, communication (verbal and written), time management, project management and presentation skills
Proficient with computer applications and programs associated with the position (i.e., Microsoft Office suite)
Strong attention to detail and follow up skills
Strong customer service skills and phone and e-mail etiquette
