Job Description Summary
Residential and Hospitality Services (RHS) is looking for a Business Systems Analyst to enhance the administrative and operational functions of all RHS units. Reporting to the RHS IT Manager, the Business Systems Analyst will manage and maintain the organization's support systems (such as Salto, StarRez, and custom applications) while developing operational efficiencies. This will involve analyzing functions, evaluating options, making recommendations, and implementing solutions.

In this role, the analyst will serve as the primary resource for supporting Penn's Residential Security System and its integrations. Collaboration with staff from the Division of Business Services (BSD) IT, the Division of Public Safety (DPS), and Information Systems and Computing (ISC) is essential to meet departmental needs while adhering to University security standards, change management protocols, and established documentation, policies, and procedures.

The successful candidate will participate in meetings with user groups to understand IT needs, author ad hoc reports, perform ongoing analysis, and propose/design IT strategies accordingly. We are seeking a self-driven, collaborative professional with experience in business requirements analysis and recommending enhancements to web-based applications and websites.

Additional responsibilities will include providing secondary support for other RHS systems and ensuring overall compliance related to administration, such as data security and relevant software upgrades.

Job Description
  • Provide initial Tier 1 support for Penn's Residential Security System, becoming the Subject Matter Expert over time.
  • Collaborate with BSD IT, DPS, and ISC staff to meet departmental needs while adhering to and complying with best practices for privacy and security standards for student information, according to the Security and Privacy Impact Assessment, Penn ISC Security, and the Office of Audit, Compliance & Privacy. Regularly audit departmental data stores for sensitive data and secure access to such information. Ensure that departmental documentation, change management, and Penn security standards are followed.
  • Recommend changes in procedures and processes through a thorough assessment of current systems, understanding desired service levels, seeking integration across units (where appropriate), and aligning with divisional and University initiatives.
  • Participate in strategic and tactical initiatives to support enterprise requirements, research, evaluation, integration of new technology, systems development, methodologies, data administration, capacity planning, training, and technical support.
  • Manage and maintain RHS Operational Support Systems (includes Salto, StarRez, Key Systems, Iris Enterprise, and custom applications).
  • Enhance organizational operational effectiveness by analyzing functionality and recommending overall direction, under the supervision of RHS's IT Manager.
  • Author ad hoc reports.
  • Perform business requirements analysis and develop proposals.
  • Oversee operational activities such as building access maintenance, temporary card issuance, and related fees.
  • Execute time-sensitive access processes for 6,500 residents and respond to ongoing reporting needs, including analysis, data extraction, and presentation of results.
  • Perform other related duties, as assigned.
  • This position is essential and requires availability during campus suspensions (i.e., inclement weather) and emergencies impacting on-campus residents. The Business Systems Analyst is also expected to work outside regular hours during peak periods (i.e., move-in).


Qualifications
  • B.S. or B.A. and 2-3 years of experience or equivalent combination of education and experience is required.
  • Minimum of 1-year Housing System administration experience required.
  • Experience working in a higher educational setting is preferred.
  • Experience using Windows, web-based technologies, HTML, SQL, C++, and Building Access Management Software is preferred.
  • Technical Support Skills: Experience with analyzing and reporting data, and providing findings that lead to solutions for moderate to complex business problems. Working knowledge of web design, development lifecycle, and practices preferred.
  • Customer Service and Communications: This role requires customer service skills and excellent interpersonal and communication skills, both written and oral. An ability to present technical materials clearly to both technical and non-technical audiences is also required, as is an ability to proactively identify opportunities and propose technological solutions to meet customer needs. Excellent communication skills, both oral and written, are essential. Experience supervising students or interns is a plus.
  • Teamwork and Confidentiality: Candidates must demonstrate initiative and be able to work independently and as part of a team. The ability to learn, adapt, and support new technologies efficiently and effectively is required. Candidates are also required to maintain the confidentiality of sensitive materials.
