Department Marketing Statement:

As part of Housing, Dining & Auxiliary Enterprises (HDAE), Residential Operations is responsible for the physical plant administration of all properties in the HDAE portfolio, consisting of residence halls, undergraduate and graduate student apartment complexes, family student apartments, and hospitality facilities that provide housing for over 10,000 students, faculty, and staff on campus. In addition to providing service to residents, Residential Operations provides groundskeeping and hardscape maintenance to over 270 acres of campus, as well as custodial and maintenance services to various University owned facilities including conference centers, administrative offices, the University Center, Events Center, The Club & Guest House, parking facilities, and retail operations that serve on average 21,000 customers daily and host over 150,000 guests annually for conferences and events. For all of campus facilities as well as academic divisions and departments, Residential Operations oversees the functions of Distribution & Logistical Services (DLS) inclusive of Furniture Services, Surplus Sales, Mail Services, Central Receiving and Materiel Management & Logistics. Brief Summary of Job Duties:

Under the general supervision of the Executive Director of Residential Operations, the Director of Projects & Maintenance provides leadership and management for the Projects & Maintenance unit that is responsible for the physical plant operations, repair, and maintenance for the Housing, Dining & Auxiliary (HDAE) portfolio encompassing 4.3 million gross square feet of auxiliary facilities and a residential program that houses over 10,000 residents. The Director of Projects & Maintenance serves as an administrative operations professional that directs a diverse and technical staff responsible for maintaining and improving physical assets that include residence halls, dining facilities, family student housing complexes, graduate and undergraduate apartment complexes, staff housing, and various University owned buildings inclusive of the University Center, Events Center, parking facilities, retail operations, conference centers, administrative offices, and hospitality facilities such as The Club & Guest House, West Cottages, and the Physics Residence. The Director of Projects & Maintenance develops and implements the 10-Year Capital Plan for HDAE, prioritizing capital and deferred maintenance needs based on risk to life safety, code compliance, as well as data driven work order records from WebTMA as the campus wide computerized maintenance management software. The Director works directly with the Campus Architect, Campus Building Official, and Campus Planning & Design on serving as the primary point of contact for the planning, programming, design development, construction and commissioning of all capital projects for HDAE. The Director provides leadership and supervision of 8 direct reports, and provides leadership through subordinate managers to a talented maintenance team of over 42 skilled trade professionals responsible for repairs of infrastructure, building systems, equipment and fixtures across 197+ buildings. The Director establishes a strategic vision for operational management, long-range planning, organization and prioritization, coordination, oversight, and quality sustainable execution of multiple facilities' project and maintenance activities. The Director oversees the establishment of work plans, delegates projects, and manages engineering studies that proactively assess deferred maintenance risks and identify strategies to repair or renovate to preserve the operational integrity of HDAE physical plant assets. The Director completes job duties in a manner that demonstrates a high degree of autonomy and is focused on developing an efficient and effective cross functional team that operates with a commitment to providing excellent customer service and exemplifying the WE CARE values of HDAE.

Required Qualifications:
  • Bachelor's Degree from an accredited institution and/or equivalent training in higher education physical plant administration, facility management, architecture, engineering, construction management or a related field.
  • 8+ years experience in progressively challenging functional leadership roles, preferably in a college or university setting, managing a team of architecture, engineering, or construction project management professionals and/or maintenance and physical plant administrators with varied backgrounds and capabilities working toward measurable success.


Preferred Qualifications:
  • Master's Degree and/or active licensure as an architect, professional engineer, or industry certification such as Leadership in Energy and Environmental Design (LEED-AP), Certified Educational Facilities Professional (CEFP), Certified Construction Manager (CCM), and/or Project Management Professional (PMP).
  • Strong skills in customer service; ability to build and maintain relationships with stakeholders and partners.
  • Advanced verbal and written communication skills, including active listening, critical thinking, and an ability to influence and motivate all levels of staff.
  • Proven ability to work independently, initiating innovative new programs, leading unit growth, and implementing strategic frameworks, mission, vision, values, and action plans.
  • Demonstrated ability to deal with high pressure and emergency situations. Proven skills to quickly evaluate complex issues, identify options for resolution, and direct work functions to remedy in an efficient and effective manner.
  • Broad knowledge of organizational processes, protocols and procedures with a focus on financial management, personnel management in a union environment with multiple collective bargaining agreements, and managing contractors, consultants, and vendors with fairness, reasonableness, and integrity.
  • Demonstrated interpersonal and cultural competence skills to effectively communicate with and support a wide variety of people of diverse backgrounds, including understanding and respect for cultural, ethnic and individual differences across the campus community.
  • License or certificate to practice in at least one of the professions: architecture, engineering, urban design, city planning or landscape architecture preferred.

Job Functions and Percentages of Time:
  • 45% Project Management, Capital Planning & Strategic Asset Management: Provides technical leadership on HDAE capital projects that vary in size and complexity and require comprehensive expertise in architecture, engineering, construction methodologies, and facilities management best practices. Oversees the research and completion of facility condition assessments that analyze the integrity of building systems and infrastructure. Identifies specific problem areas and provides background analysis; studying and developing recommendations for resolution and directing project managers in outlining the methods and scope of services to be solicited from consultants, contractors, architects and engineers. Provides technical and managerial leadership to 3+ project managers with shared reporting to Design & Construction Services. Partners with the Director of Design & Construction Services in the review, assignment, and resource allocation required for all HDAE Project Initiation Forms. Provides data-driven justifications for the programming of minor and major capital projects. Plans and forecasts funding for capital projects and deferred maintenance needs across all 4.3 million gross square feet of the HDAE physical plant portfolio. Provides the technical leadership for the HDAE 10-Year Capital Plan which will deliver 3,500 new student housing beds by 2030 and result in an overall capital outlay that exceeds $1.4 billion and establish a physical plant portfolio that exceeds 5.5 million gross square feet of facilities. Serves as a technical advisor and subject matter expert for HDAE facilities on Building Committees, working directly with architects, engineers, and specialty consultants to determine best value design solutions given schedule and budget constraints. Directs all capital project implementation for HDAE and its departments (inclusive of the Associate Vice Chancellor's office, Business & Financial Planning, Auxiliary Services, Residential & Community Living, Campus Dining, and Residential Operations) through all phases of project delivery: programming, needs assessment, feasibility analysis, scope development, estimating, schematic design, construction documents, bidding, construction administration, submittal review, quality assurance inspection, commissioning, training and any follow-up warranty work after completion and closeout. Leads and delegates to direct reports in reviewing and approving architectural and engineering drawings, developing material and system specifications, and procuring furniture, fixtures, and equipment that prolong the building and system life cycle. Participates in construction site meetings and field inspections, and serves as the Client Representative and/or Owner's Representative to ensure compliance with contract documents and adherence to the planning and programming intent. Creates and sustains best practices through the development and implementation of effective policies, procedures, metrics, and benchmarks that optimize the use of new technologies to execute capital projects and provide reliable facilities maintenance services across a complex and geographically dispersed HDAE portfolio. Confers with system-wide and university counterparts concerning building systems, construction methodologies, technical products and contractual standards that demonstrate value added improvements in project delivery and maintenance services, including but not limited to Job Order Contracting and/or strategic sourcing agreements with best-in-class suppliers of building services, systems, and/or equipment. Maintains system-wide communications and partners with UCOP on pursuing grant opportunities or leveraging collective purchasing agreements to improve shared challenges across similar facilities and building systems.


  • (Continued) Directly responsible for the management and completion of facility related HDAE Major Maintenance projects valued at $7 million annually. Establishes timeline, budget, and implementation procedures for major maintenance equipment replacements and facility maintenance repair projects that align with campus policies and procedures. Maintains the authority to write and manage construction contracts, and oversees the hiring, onboarding, training, and continuing education of 11+ Superintendents and Project Managers across the department responsible for managing construction work in compliance with Public Contract Code and the UC Facilities Manual. Directs the inspection of facility maintenance repairs, replacement, or renovation of building systems to ensure the work complies with the contract documents. Provides leadership for the entire HDAE portfolio in staying abreast and interpreting National, State, County and City building codes and policy directives, including but not limited to ADA, California Building Code, California Fire Code, and various University regulations or directives such as UCOP Seismic Safety Policy, Balcony Bill, or Cal/OSHA and workplace injury illness prevention programs. Provides the leadership and direction for all ADA related property issues and/or projects. Oversees the recordkeeping of areas of non-compliance, and develops recommendations for remedial strategies.


  • 45% Maintenance Management & Systems Planning - Provides the leadership, vision, and direction for a complex maintenance program that ensures the continuous safe operation of over 4.3 million gross square feet of HDAE facilities. Through the management of Assistant Directors and maintenance Superintendents, provides technical leadership and oversight for the ongoing operations and maintenance of building and infrastructure systems, including but not limited to fire alarm and fire sprinkler systems, access control and keywatcher systems, elevators and conveyance systems, roofing/ carpentry/paint/building envelope systems, mechanical/ electrical/ plumbing systems, HVAC boiler tune-ups, water treatment systems, swimming pools, building automation systems, supply air filter replacements, energy and purchased utilities management, lighting control systems, sustainability programs, food service equipment and dining facility systems, as well as hazardous waste disposal and/or abatement. Manages multiple competing priorities and maintenance efforts necessary to meet organizational goals related to regulatory compliance, occupant health and safety, customer service, risk management, and financial stewardship. Ensures wellness and safety remain the highest priority for all maintenance staff. Establishes an effective after hour emergency maintenance program that minimizes life safety risk and provides a high level of service to over 10,000 residents 24/7/365. Oversees the scope development and work plan implementation for multiple routine and recurring maintenance programs that have significant operational impacts on students, faculty, and staff, including but not limited to family student housing and graduate student housing apartment turnovers, temporary relocations due to water damage restoration and facility maintenance repairs, insurance claims, self-operated laundry program, exhaust hood steam cleaning, grease interceptor pumping, as well as asset renewal and capital projects that are required to be scheduled during break period and times of low occupancy while also planning around summer conference programs. Establishes strong building operations documentation and maintenance tracking processes to provide regular reports on system conditions and risk assessment updates. Responsible for creating management structures and improving systems that provide metrics on productivity, customer satisfaction, equipment life cycles, and other pertinent data to justify resource budget allocations that will meet the short and long term goals for HDAE physical plant administration. Affirms and implements workflows within the computerized maintenance management software WebTMA to provide accurate work order data on the conditions of existing buildings, systems, and structures to determine deferred maintenance priorities for annual funding. Monitors and evaluates staff workload utilizing WebTMA, PMWeb, Gateway procurement and related metrics. Analyzes and reports on operational effectiveness to support continuous improvement of maintenance services, systems, and programs. Leads workload reassignments as necessary to ensure equitable distribution and the best value resource utilization. Provides comprehensive management of the HDAE purchased utilities exceeding $8 million annually, and ensures the short and long term plans for projects and maintenance across HDAE facilities align with and contribute to the campus wide Water Action Plan, Clean Energy Master Plan, and decarbonization goals. Leads department managers in implementing grant funded sustainability programs and initiatives, minimizing waste generation, maximizing natural resource conservation, and pursuing third party certifications for green building design, construction and operations such as Leadership in Energy & Environmental Design (LEED). Designs, develops, and establishes maintenance programs for fueling stations and infrastructure necessary to support a vehicle fleet exceeding 85 service vehicles, including compressed natural gas (CNG) fueling stations as well as electric vehicle charging stations. Provides supervision and management of building maintenance and renovation efforts that utilize in-house technicians and skilled trades across multiple shops. Evaluates external vendor service contracts and determines opportunities for cost savings and/or service enhancement efficiencies with the use of in-house maintenance staff. Develops, analyzes, and forecasts staffing models and maintenance operation budgets for new facilities based upon analytical review of historical work order volume, utility rates, and anticipated supplies or equipment projected to be required over the next three to five years. Develops a set of benchmark metrics and Key Performance Indicators (KPIs) for the operations and maintenance of HDAE facilities. Leads the periodic review of KPIs with all HDAE leadership to promote a culture of transparency, collaboration, shared responsibility and stewardship.


  • (Continued) Provides leadership to create a positive work environment that values individual contributions as well as team-oriented approaches to problem solving that respect and are in compliance with collective bargaining agreements. Responds to grievances, mediates labor relations issues, and provides leadership in all areas of Human Resources including job classification, compensation, recruitment, onboarding, training, performance management, discipline, termination, and workplace accommodations. Reviews and updates job descriptions for consistency and to accurately reflect the increasing and more complex needs of professional and technical trades staff working at a public R-1 higher education research institution. Collaborates with Human Resources and the HDAE Wellness & Safety Program to develop and implement comprehensive training to prevent injury, enhance safety awareness, and to develop the technical trade knowledge and interpersonal skill development of maintenance staff. Establish baseline methods of skill assessment to provide consistent performance management expectations.


  • 10% Other duties as assigned - Establishes and maintains positive and productive working relationships with diverse stakeholders including internal HDAE units, student governance organizations, and campus partner departments such as EH&S, Facilities Management, Design & Construction Services, UC Police Department, Employee & Labor Relations, as well as external regulatory agencies. Demonstrates a high level of acuity and acumen in working with campus partner departments to advance and achieve the goals and objectives of HDAE. Acts with full authority of the Residential Operations department in absence of the Executive Director, and leads by example to embodying the core operating principles of the department by being accountable, effectively communicating and collaborating, being multi-skilled and adaptable, and sharing knowledge to mentor others. Provides leadership and direction in preparing all facilities across the HDAE portfolio for natural disasters or emergencies such as wildfires, extended power outages, network security concerns, and flood events. Contributes to mission continuity plans, and continually improves the systems and structure of the after hours emergency maintenance program to ensure safe and secure operation of HDAE buildings 24/7/365. Expected to be an on-campus emergency responder and Safety Assessment Program Evaluator as part of the Post Earthquake Building Evaluation Plan and campus policy. Supports HDAE and campus in organizing programs for staff development such as Deepening Understanding, Staff Appreciation Week, and actively participates with trade and industry organizations such as WACUHO, ACUHO, and APPA.
