Job Summary
The International Institute (II) is seeking a team member responsible for coordinating Title VI evaluation, reporting, and collaborative events. This position is a year-round 1.0 FTE (limited term position - end date of August 14, 2022 unless grants are renewed). The Title VI Shared Projects Coordinator would serve as a liaison between the five NRCs housed within the International Institute, Formative Evaluation Resource Association (FERA), partner institutions such as the U-M School of Education and the Midwest Institute for International/Intercultural Education (MIIIE) and the US Department of Education (USED). The Title VI Shared Projects coordinator will work to administer collaborative projects, coordinate program evaluation, and manage data collection processes for the purposes of grant reporting. The coordinator will ensure that the five centers are on track to meet performance measures and project goals. This role will also be the primary contact for FERA, the organization conducting evaluation on the projects the NRCs are completing with Title VI funds. Together they will collaborate to create evaluation plans and conduct surveys, interviews and site visits for each of the centers. The Title VI Shared Projects Coordinator would work directly on the NRC collaborative projects, coordinating the World History and Literature Initiative (WHaLI) workshop and facilitating partnerships between the NRCs and MIIIE. The Title VI Shared Projects Coordinator will also collaborate with the Center for Latin American and Caribbean Studies (LACS) Community Outreach Coordinator on shared projects related to the U-M/University of Puerto Rico (UPR) Collaboration.

Title VI of the Higher Education Act authorizes a variety of grants to institutes of higher education to enhance instruction in foreign languages and area and international studies. This program provides grants to establish and operate National Resource Centers (NRCs), comprehensive foreign language and area or international studies centers and programs, and fellowships for Foreign Language and Area or International Studies (FLAS). The University of Michigan's International Institute currently houses five National Resource Centers and six FLAS-granting centers through the Title VI program. Responsibilities*
Collaborative Projects:

World History and Literature Initiative (WHaLI):
  • Serve as a liaison between the five NRC centers, between centers and the School of Education, as well as between centers and FERA to facilitate collaboration on WHaLI and ensure that performance measures and project goals are being met.
  • Manage budget for WHaLI workshop and ensure compliance with Title VI program administration manual.
  • Secure funding for conference expenses not covered by Title VI budget.
  • Assist with all aspects of coordination and planning of the annual WHaLI workshop including but not limited to teacher registration and recruitment, space and catering reservations, setup and cleanup, speaker selection and preparation, resource portal maintenance, website updates, resource/book procurement, videoconferencing and recording, etc.
  • Create a handbook and selection criteria for WHaLI presenters.
  • Work closely with the LACS Outreach coordinator to facilitate travel logistics and itineraries for teachers from Puerto Rico who participate in the WHaLI program.

Midwest Institute for International and Intercultural Education (MIII)E:
  • Serve as a liaison between the five NRCs to facilitate collaboration on MIIIE and ensure performance measures and project goals are being met.
  • Serve as a liaison between five NRCs and FERA to coordinate annual evaluation activities as related to MIIIE.
  • Be the primary contact with MIIIE Director to coordinate the partnership.
  • Understand how each NRC engages with MIIIE and their specific budgets and projects and communicate as appropriate with MIIIE Director based on the collective and individual needs of the NRCs.
  • Coordinate the collection of curriculum modules created with NRC funding and make publicly available to NRC stakeholders.
  • Coordinate virtual check-in meetings with NRCs and MIIIE Director as well as meetings on U-M's campus.

Evaluation Coordination:
  • Serve as the primary contact between FERA and the NRCs.
  • Collaborate with FERA to create an evaluation plan for each of the five NRC centers andcollaborative projects. Coordinate with the LACS Community Outreach Coordinator on the shared UPR project.
  • Assist in the coordination of implementation of evaluation: ensure surveys, focus groups, and other evaluation tools are updated to reflect changes and expansion in the WHaLI and MIIIE projects.
  • Perform administrative duties related to collaboration with FERA, including coordinating meetings and providing them with the information they need to create evaluations. Include LACS Community Outreach Coordinator in these communications.

Project Management:
  • Coordinate regular meetings between NRC centers.
  • Disseminate information to NRC centers from FERA, MIIIE, WHaLI, and the Department of Education.
  • Lead efforts to collect the necessary data for NRCs during Title VI reporting periods (twice per year).
    • Liaise directly with academic services team members to coordinate necessary data collection as requested by the individual NRCs.
    • Understand the collective and individual data needs of each center and anticipate potential challenges to accessing data in advance of deadlines.
    • Ensure NRCs are updated regularly on data collection process and communicate additional data needs back to academic services team.
    • Work with academic services team members to create a process by which data collection occurs on an ongoing basis.
  • Lead efforts to collect the necessary data
    • Liaise directly with academic services team members, registrar's office, LRC, ORSP, Financial Aid, Global Michigan, and other campus units to coordinate necessary data collection as requested by the individual NRCs.
    • Understand the collective and individual data needs of each center and anticipate potential challenges to accessing data in advance of deadlines.
    • Ensure NRCs are updated regularly on data collection process and communicate additional data needs back to academic services team.
    • Work with academic services team members to create a process by which data collection occurs on an ongoing basis.
  • Monitor centers' progress on meeting performance measures and project goals.
  • Regularly seek out professional development and opportunities to gain knowledge about Title VI grants, reporting and evaluation concepts.
    • Attend USED's technical workshops (virtual or in-person) on NRC grant administration.
    • Attend professional development conferences on area studies outreach programming.
    • Stay up to date on best practices for outreach and for program administration: know and understand USED's NRC and FLAS Program Administration Manual, the legislation that funds the Title VI programs, and the absolute and competitive preference priorities for grantees mandated by USED.
  • Report regularly on activities to NRC program managers/program specialists to ensure transparency and accountability.

Communications:
  • Liaise directly with II-Communications team to research, write, and post material on NRC shared projects for distribution on II, NRC, and USED website and social media platforms in coordination.
  • Live tweet events; create events on Facebook and elsewhere; repost and share messages by faculty, students, and area studies experts.
  • Work with LACS Community Outreach coordinator to recruit and manage student social media takeovers and other user-generated content for shared NRC projects such as the U-M/University of Puerto Rico (UPR) Collaboration.

Required Qualifications*
  • Bachelor's degree in a relevant international or area studies field.
  • Familiarity with academic program administration.
  • Previous experience in program planning, management, and delivery.
  • Ability to manage numerous projects simultaneously, experience in a fast-paced working environment with ability to shift gears and remain focused on the multiple demands of the job.
  • Excellent interpersonal, communication, and organizational skills.
  • Demonstrated excellence in verbal and written communication in English.
  • Demonstrated organizational and interpersonal skills.
  • Ability to work effectively with diverse groups of people in educational and public-facing settings and manage needs and expectations of diverse stakeholders.

Desired Qualifications*
  • Master's degree or higher in education, international or area studies, or other related field.
  • Experience in higher education and working with federal grants.
  • Experience working with diverse communities in educational outreach (curriculum development experience a plus).
  • Familiarity with one or more of the geographical regions represented by the five National Resource Centers at the University of Michigan.
  • Professional or working knowledge of one or more of the National Resource Center area languages.
