Job Summary:

Under the direction of an assigned supervisor, District Business Services, organize and document all expenditures relating to the District categorical programs; develop budget control data for these special projects; prepare complex application and claim documents for state and federal funded projects. Oversee College Budget Analysts to direct them with their categorical budgets. Provide support to restricted fund budget managers regarding budget preparation, budget revisions, monitoring of fiscal guidelines, reports, and analysis.

Experience in Accounting is preferred as most projects will require an understanding of revenues, expenditures, and budgets.

Experience using a finance system and excel is preferred as most projects will require an understanding of accounting transactions and/or spreadsheets.

Using independent judgment; organize, analyze and document expenditures for special project funds. Work with both College Business offices' to receive proper documentation on grants and other restricted funds.

Assist in monitoring program reporting procedures carried out by the colleges; insure adequate campus program reporting procedures. Work with SDCOE and County of SD Treasurer's office to coordinate wire transfers.

Prepare the District fiscal documents necessary for securing restricted program funds.

Process and prepare the assigned Board Docket for monthly board meetings.

Prepare and submit the restricted reports for the colleges.

Provide information regarding budget expenditure amounts and year-end projections to district and college administrative staff.

Assist college staff with implementation procedures to secure grant funding.

Prepare and submit the federal and state final claims and maintain appropriate audit documentation, for restricted programs as needed.

Analyze and provide data as needed to district and college administrative staff in regard to restricted programs.

Monitor all categorical budget and expenditure transfers. Perform analysis of restricted budgets.

Interpret and understand complex rules and regulations as they apply to restricted programs.

Keep calendar of all reporting deadlines. Interact with State Chancellor's office project monitors
Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.

Allocate district wide funds to colleges annually. Provide updated allocations during fiscal year.

Perform computer data input and retrieval verifying the integrity of data submitted for input and evaluating information retrieved for reporting purposes.

Provide information as requested to district business and accounting staff and auditors.

Hold reports classes for all new employees as needed.


Process District fiscal and contract documents necessary for securing categorical funds

Process automated fund draw down requests.

Perform check purges, fund draw downs and other fiscal transactions as needed.

Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.

Maintain currency of knowledge in specialized area.

Perform related duties as assigned.

Minimum Qualifications:
An associate degree in business, accounting, math or related field, or equivalent experience.

Four years experience in fiscal control and reporting, preferably in an educational or governmental environment, or equivalent experience

Federal and state regulations as they apply to special funded programs;

Educational accounting practices and procedures;

Computer based information storage and retrieval;

Methods and techniques in basic research;

Modern office practices, procedures and equipment, including telephone techniques and etiquette;

Correct English usage, grammar, spelling, punctuation and vocabulary;

Financial and statistical record keeping;

Applicable sections of the State Education Code and other applicable laws.

Interpret and apply federal and state regulations;

Learn district computer files and how to access them;

Perform statistical analysis;

Prepare budget and expenditure summary reports;

Work independently with little direction; plan and organize work to meet schedules and time lines;

Communicate effectively both orally and in writing;

Use a personal computer to enter, retrieve, review and verify data in an efficient and effective manner consistent with requirements of the position;

Prepare and maintain financial records and reports;

Establish and maintain cooperative and effective working relationships with others; demonstrate commitment to customer service.
