About the Human Resources Specialist Opportunity
The Long Beach Community College District is seeking a Human Resources Specialist to join our collaborative and service-focused Human Resources team. Under the direction of an assigned administrator, the Human Resources Specialist performs advanced technical and administrative work supporting a variety of human resources functions. This position helps ensure personnel processes are accurate, compliant with applicable laws and policies, and responsive to the needs of employees and the community. Assignments include classified recruitment and selection, onboarding and personnel processing, employee records administration, HRIS data management, compliance monitoring, and/or other operational HR functions serving the District's workforce. This role is well suited for an HR professional who enjoys detail-oriented work, interpreting policies and procedures, solving problems, and supporting a diverse college community in a fast-paced public sector environment.

The position requires a high level of accuracy, discretion, and independent judgment when managing personnel information and coordinating processes that affect employee records, employment status, and payroll-related actions.

This position is particularly well suited for individuals with prior experience supporting public-sector or higher education human resources operations, where accuracy, compliance, and adherence to established policies, rules, and procedures are essential to maintaining effective personnel processes.

At-a-Glance Position Information

  • Schedule: Monday-Friday, 8:00 AM to 5:00 PM
  • Location: Will support both campuses, but main work location will be at the Liberal Arts Campus (LAC)
  • Salary: Range 4, $78,101 - $106,412 Annually
  • Eligibility list: Will be valid for 12 months once approved or ratified by the Personnel Commission. We reserve the right to use the established eligibility list for vacancies (permanent and temporary) in this classification as well as related classifications.
  • Advanced salary placement: New employees generally begin at the first step of the salary schedule. Advanced salary placement may be considered on a case-by-case basis, not to exceed Step 3 ($86,106 for MGT Range 4).

Key Responsibilities

The Human Resources Specialist performs a variety of technical and administrative duties supporting the District's human resources operations, which include:
  • Coordinate and administer classified recruitment and selection processes, including reviewing applications for minimum qualifications, coordinating testing and interviews, and communicating with candidates.
  • Process personnel actions such as appointments, assignments, salary changes, stipends, leaves, and separations in accordance with District procedures, Personnel Commission Rules and Regulations, and labor agreements.
  • Coordinate onboarding activities and verify required employment documentation, including employment eligibility verification and other compliance-related records.
  • Maintain confidential personnel files and HRIS records, ensuring employment data is accurate, complete, and aligned with payroll processing timelines.
  • Maintain employee records and compliance lists, including seniority, service credit, and evaluation tracking.
  • Prepare documentation and agenda materials for Board of Trustees and/or Personnel Commission actions.
  • Respond to HR inquiries from employees, applicants, and the public regarding HR procedures, policies, and employment processes.
  • Maintain recruitment and personnel records in the applicant tracking system and HRIS and generate reports as needed.
  • The Human Resources Specialist plays an important role in ensuring that personnel transactions, employment records, and recruitment activities are administered accurately and in compliance with applicable laws, Personnel Commission Rules and Regulations, District policies, and labor agreements.

Preferred Experience and Strengths

In addition to meeting the minimum qualifications, the District seeks candidates who demonstrate the ability to perform technical human resources work with a high degree of independence, accuracy, and accountability in a fast-paced, high-volume environment. Experience supporting public-sector or higher education human resources operations is highly desirable.

In evaluating applications, additional consideration may be given to candidates who demonstrate experience in one or more of the following areas:

  • Public-sector or higher education HR operations, particularly in civil service, merit system, or unionized environments.

  • High-volume recruitment coordination, including application review, minimum qualifications screening, examination coordination, and candidate communications.

  • Independent review of employment applications to determine eligibility and completeness of required materials.

  • Personnel transaction processing, such as appointments, assignments, salary changes, stipends, leaves, and separations affecting employee status or pay.

  • HRIS data entry and records administration, ensuring accuracy of employment and payroll-related information.

  • Managing multiple HR processes simultaneously while meeting recruitment, payroll, or compliance deadlines.

  • Interpreting and applying HR policies, rules, regulations, and labor agreements in day-to-day personnel processing.

  • Providing professional customer service related to recruitment, employment requirements, and HR procedures.

    Candidates who bring experience across several of these areas may be particularly well prepared to contribute to the success of the Human Resources team.

    GENERAL PURPOSE

    Under the direction of an assigned administrator, performs a variety of confidential, highly complex and responsible technical and administrative duties in support of the District's human resources department and performs related duties as assigned.

    DISTINGUISHING CHARACTERISTICS

    Human Resources Specialists perform advanced paraprofessional and technical support assignments of greater scope and complexity in execution of human resources functions. Incumbents are expected to independently perform job assignments using detailed knowledge of established human resources practices, compliance standards, and relevant policies, procedures, rules, and labor contract provisions.

    Human Resources Specialist is distinguished from Human Resources Analyst in that incumbents in the latter class perform a wide variety of professional-level analytical and technical duties related to human resources administration requiring more extensive knowledge of professional human resources concepts, policy application, and advanced analytical methods.

    Qualifications


    MINIMUM QUALIFICATIONS FOR THIS POSITION:

    Education, Training and Experience:

    Bachelor's degree from an accredited institution in business administration, public administration, human resources management, or a closely related field, and one (1) year of experience performing technical human resources functions including recruitment, employment, or employee services; or an equivalent combination of training and experience.

    Experience is evaluated on the basis of a verifiable 35-hour week, unless specified otherwise. Prorated part-time experience may be acceptable.

    Licenses; Certificates; Special Requirements:

    May require a valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.

    Meeting the minimum requirements of the position does not guarantee advancement in the selection process. Candidate qualifications will be assessed to determine those who meet and exceed requirements and are deemed most competitive amongst the applicant pool to proceed.

    Advancement in the examination process will be based on candidates' performance on the announced examination components and the overall size and competitiveness of the applicant pool.

    Candidates who successfully pass all parts of the examination process will be placed on the eligibility list in order of relative merit, as determined by the competitive examination process.
