Associate Vice Chancellor and Director of Budgeting

Job Description
The University of Tennessee at Martin is seeking a visionary and detail-oriented leader to serve as the new Associate Vice Chancellor (AVC) and Director of Budget. As a senior member of the Finance and Administration leadership team, you will serve as a primary architect of the university's financial health and operational integrity.

This is more than a budget oversight role; it is a strategic partnership position designed to ensure that the university's resources are aligned with its mission of student success and regional excellence.



Responsibilities
Key Responsibilities
Strategic Financial Leadership
Fiscal Planning: Direct the preparation and analysis of annual revenue forecasts and state appropriations for a $175M operating budget.
Resource Alignment: Ensure resource allocations directly support the University's strategic plan; identify creative funding sources to meet evolving operating needs.
Risk Management: Analyze departments or programs facing budgetary challenges and design proactive, data-driven corrective actions.
Reserves & Sustainability: Determine and recommend the adequacy of campus reserves to ensure long-term financial stability.

Operational Oversight
Multi-Departmental Management: Provide high-level administrative oversight for a diverse range of functions, including:
Budgeting, General Ledger, & Sponsored Projects
o Bursar's Office & Business Services
Service Centers (Mail Services, Skyhawk Printing) DASH Coordination (Oracle based ERP System)
Compliance & Policy: Review campus personnel actions and financial transactions to ensure strict adherence to budgetary guidelines and institutional policies.
Student Advocacy: Evaluate student fee proposals for fairness, feasibility, and regulatory compliance.

Collaboration & Mentorship
Consultancy: Act as a key advisor to the Senior Vice Chancellor and departmental business managers on complex fiscal matters.
Team Development: Direct the recruitment, coaching, and professional development of a high-performing financial administration team.
Committee Leadership: Represent the finance division on critical campus committees, including Strategic Enrollment Planning and the Elam Users Group.


Qualifications
Minimum Qualifications:
Master's degree in a relevant field and eight years of relevant, progressively responsible experience, or an equivalent combination of education, training, and experience.
Understanding of generally accepted governmental accounting principles
Experience with computerized financial systems and spreadsheets
Effective communications and interpersonal skills, both written and oral

Preferred Qualifications:
Senior administrative level financial experience at a college or university
Broad-based financial management experience in accounting, budgeting, planning, analysis, and controls
