Summary of Responsibilities
- Certification Oversight, Compliance Coordination, and Operational Leadership: The Program Manager oversees the accurate and timely certification of VA, DoD, and State of Utah military-affiliated education benefits. This includes ensuring benefit programs are administered in compliance with all regulatory requirements, maintaining up-to-date procedures that align with VA, DoD, and State of Utah policies, and upholding consistent documentation practices. The Program Manager leads the certification process for Chapter Veteran Readiness & Employment VR&E benefits and collaborates with VR&E case managers. They investigate payment discrepancies, resolve unpaid balances, and lead the resolution of complex certification issues. The Program Manager also maintains standard operating procedures and monitors quality assurance. They ensure certification actions are accurately recorded in student records to support compliance and VA audit readiness.
- Policy Implementation, Operational Compliance, and Collaboration: The Program Manager serves as the primary operational contact for administering education benefit policies and managing daily workflows within the Military-Affiliated Student Hub. They assign tasks to School Certifying Officials, develop benefit workflows, and improve efficiency by coordinating processes with campus partners. The Program Manager informs military-affiliated students of their eligibility for VA, DoD, and State of Utah education benefits, based on federal and state regulations. They help students understand how benefit usage intersects with academic progress and degree applicability. They refer students to on-campus specialists for Title IV financial aid, Tuition Assistance, academic and disability counseling, job search resources, and other support services. The Program Manager also develops and refines operational procedures to ensure service excellence and maintain compliance with regulatory requirements.
- Regulatory Support, Systems Management, and External Correspondence: The Program Manager serves as the primary point of contact for claim-related inquiries from the VA Regional Office. They provide guidance and troubleshooting for the use of certification and student systems such as VA Enrollment Manager, Ask VA, Tungsten, Banner, Wolverine Track, AI Portal, Visual Vault, and Power BI. They help maintain documentation within these systems to ensure data integrity and regulatory compliance. They collaborate with other departments and liaise with external agencies under the direction of the Assistant Director. The Program Manager serves as a specialty academic advisor for benefit planning purposes, helping students and staff understand the interaction of degree requirements with benefit eligibility rules, while referring broader academic planning and financial aid concerns to appropriate offices.
- Process Improvement and Data Analysis: The Program Manager leverages data from systems such as the MASH App, Power BI, Banner, and VA platforms e.g., Enrollment Manager and Tungsten to track certification activity, identify trends, and produce reports for leadership. They lead projects to improve benefit processing and service efficiency for military-affiliated students, develop forecasting tools, and support quality assurance initiatives. Additionally, they contribute to policy and operational guidance related to education benefits.
- Other Duties as Assigned: This includes supporting institutional compliance reviews, assisting with implementation of new benefit-related technology or workflows, participating in select events, and conducting internal process evaluations. Occasional evening or weekend work may be required.
Qualifications / Licenses / Certifications
Graduation from an accredited institution with a bachelor's degree plus one year of experience related to the Summary of Duties or any combination of education and/or experience related to the Summary of Duties totaling five years.
Preferred Qualifications
Graduation from an accredited institution with a bachelor's degree plus two years of experience related to the Summary of Duties or any combination of education and/or experience related to the Summary of Duties totaling six years.
