The successful candidate will join a department dedicated to the use of curriculum responsive to the students it serves.
Under the direction of the Dean of Student Services, the Director, EOPS/CARE/NextUp will manage the day-to-day operations of the Extended Opportunity Programs and Services (EOPS)/Cooperative Agencies and Resources for Education (CARE)/NextUp Foster Youth programs. This position is responsible for the enrollment, retention and academic goal attainment of students challenged by language, social, economic and educational disadvantages, and facilitating the successful completion of their goals and objectives in college through academic and support counseling, financial aid and other support services. The Director of EOPS/CARE/NextUp will:
- Provide all leadership for the EOPS, CARE, and NextUp programs (may also oversee other categorical programs including, but not limited to California Work Opportunity and Responsibility to Kids (CalWORKs), TRiO Student Support Services (SSS), and TRiO Student Support Services-STEM (SSS-STEM));
- Manage and coordinate the development and implementation of categorical budgets;
- Analyze and evaluate data for strategic planning and evaluation purposes;
- Interpret and apply rules, regulations, policies and procedures;
- Develop, implement, and maintain innovative program support services in compliance with Title 5 for EOPS and CARE outreach recruitment, orientation, assessment, counseling, advisement, and financial aid;
- Collaborate with academic divisions and student services to provide special instruction and services for EOPS, CARE, and NextUp students;
- Coordinate with, support and promote support services of tutoring, library skills, study skills, transfer and career employment, and assure reasonable accommodations and support services;
- Collaborate with the Financial Aid and Scholarships Office to provide monetary aid for eligible students;
- Supervise and monitor the academic and personal growth of EOPS and CARE students and plan intervention strategies;
- Participate in the development and implementation of an outreach program focusing on disadvantaged students;
- Collect data and prepare evaluation reports pertaining to the EOPS, CARE, and NextUp programs;
- Participate in college-wide planning meetings and act as a resources and advocate for EOPS, CARE, and NextUp students;
- Develop student success activities and orientation programs for EOPS, CARE, and NextUp students;
- Lead and participate in the planning and implementation of the EOPS Program Plan;
- Establish and maintain a variety of community agency and secondary school contacts;
- Serve on and attending department, college, and district committees as needed;
- Participate in program review, student learning outcome development and assessment to improve student learning;
- Work assignments in a variety of settings and times, including evening and/or weekends, on-line or off-campus as needed; and
- Assume other duties and responsibilities as may be assigned by the Dean of Student Services.
All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices; AND
- Possession of an earned masters degree from an accredited college or university AND one year of formal training, internship, or leadership experience reasonably related to the administrators administrative assignment;
- A valid California Community College Supervisory Credential;
In addition, the Director, EOPS/CARE/NextUp must have:
- Within the last four years, two years of experience in the management or administration of educational programs, community organizations, government programs, or private industry in which the applicant dealt predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages OR have, within the last four years, two years of experience as a community college EOPS counselor or EOPS instructor, or have comparable experience in working with disadvantaged clientele; AND
- the director shall have completed a minimum of six (6) units of college-level course work predominantly relating to ethnic minorities or persons handicapped by educational, language, or social disadvantages.
- Experience and skill with addressing issues of equity;
- Recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusion of these groups in higher education shape patterns of participation and outcomes;
- Willingness to examine and remediate ones relational practices to more effectively engage and support racially minoritized students;
- Experience working with a diverse student population;
- Experience managing community college based grant funded programs and/or categorical programs;
- Experience in working with students from traditionally disadvantaged backgrounds, students with disabilities, veterans, and/or single parents;
- Experience with reporting to an outside governing agency;
- Ability to conduct and develop educational workshops;
- Willingness to use available technologies and classroom assessment instruments/techniques and the ability to provide effective interpretation to faculty and administrators;
- Awareness of and commitment to the philosophy and objectives of the California Community College;
- Commitment to a culture of participatory governance culture, consensus building, and a team approach to serving students;
- Demonstrated ability to communicate effectively with students and staff;
- Related work and professional experience;
- Potential for contribution to institutional vitality and growth; and
- Knowledge of the community college and its mission and goals.
Conditions of Employment:
223 duty days and 22 vacation days for a total of 245 days.
Salary and Benefits:
Starting salary is $111,315 $140,271 based on education and experience. A doctoral stipend of $2,082 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance. Employees are also members of the California State Teachers Retirement System (CalSTRS).

Interviews are tentatively scheduled for the week of March 16th.
The selection committee will rate responses to the interview questions and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the ecommended candidates. These candidates will be forwarded to the Vice President and College President for final interviews which are tentatively scheduled for the week of March 30th.
A hiring recommendation will be made by the College President and forwarded to the Board of Trustees of State Center Community College District for final approval.
