Position Purpose:
The mission of the University Budget Office is to provide planning and decision support


for University executive leadership, business managers and others at Santa Clara


University through compilation, analysis and dissemination of information that contributes


to sound decision making in the planning and allocation of resources and assessments of


institutional effectiveness.


The Director is responsible for planning and managing the University strategic, capital


and operational planning processes, developing budgets and recommending resource


allocation. This includes an annual operating budget of $450+ million, a capital budget of


$30+ million and other resources.


Under the direction of the Associate Vice President of Finance, the Director is


responsible for supporting the University's teaching, research and mission by providing


quality financial, business and administrative services to the University community. The


Director manages all aspects of the Budget Office including the daily activities of the


University budget while ensuring compliance with policies, procedures, regulations and


statutes. The Director is a key participant in long-term strategic planning and goal setting


for facilities, technology, and anticipated staffing needs to support the growth and


development of the University.

Essential Duties and Responsibilities:
Provide leadership in strategic planning and budget development by managing a
process to solicit and review current and projected needs of all
academic/administrative units; evaluate defined priorities to clarify/reconcile
programmatic objectives and scope for institution alignment with executive
leadership and unit administrators; monitor, update, and communicate
adjustments to the budget as needed during the course of the annual cycle
2. Implement budget planning and monitoring programs in concert with the financial
goals and objectives of the University, divisions, business initiatives and related
missions
3. Develop, recommend and implement financial planning policies and guidelines to
support long-term modeling and financial support for the Universitys strategic
plan
4. Develop, recommend and implement budget policies and guidelines for the
preparation of the annual and multi-year budgets for Santa Clara University
5. Represent finance and administration on a wide range of planning matters, such
as leading and/or participating in special projects, serving on University
committees and ad hoc teams, and making presentations to executive
management
6. Lead the annual budget development process, which includes the University
Budget Council and the Presidents Cabinet, resulting in the annual consolidated
operating and capital budget for the University that is recommended to the Board
of Trustees
7. Meet with the Deans, Directors and other administrative staff to clarify the
budgetary requirements, answer questions related to the preparation of the
budget to assist the programs in the preparation of their requests
8. Direct and manage studies and analyses of budget and planning information to
respond to internal and external queries and provide critical management
information and other analysis to senior decision-makers
9. Coordinate responses to inquiries and requests from the Presidents Cabinet and
the Board of Trustees on Santa Clara Universitys budget performance
10. Submit schedules and related analyses regarding University revenues and
expenditures/transfers to executive leadership and Board of Trustees
11. Supervise and coordinate the Universitys fiscal year end reconciliation for
management reporting
12. Develop financial models and prepare statistical analysis
13. Lead the selection and oversee the implementation of technology as needed to
carry out the mission of the UBO
14. Lead the UBO office to serve as a resource to University units/departments and
others in implementing budgeting/accounting policies and guidelines
15. Develop the criteria, formats and guidelines to be used by Santa Clara University
programs in the preparation of their annual and multi-year budget requests
16. Other duties as assigned. GENERAL GUIDELINES 1. Recommends initiatives and implements changes to improve quality and services
2. Identifies and determines cause of problems; develops and presents recommendations for
improvement of established processes and practices
3. Maintains contact with customers and solicits feedback for improved services
4. Maximizes productivity through use of appropriate tools; planned training and performance
initiatives.
5. Researches and develops resources that create timely and efficient workflow
6. Prepares progress reports; informs supervisor of project status; and deviation from goals.
Ensures completeness, accuracy and timeliness of all operational functions
7. Prepares and submits reports as requested and required
8. Develops and implements guidelines to support the functions of the unit

Provides Work Direction:
1. Assistant Budget Director (1.0 FTE)
2. Sr. Budget Analyst (1.0 FTE)

Education and/or Experience:
1. Advanced degree in finance, business administration, accounting, public policy, public
administration, or an equivalent field preferred and/or CPA license 2. 15 years of progressively responsible experience in planning and budgeting preferably
in a university or nonprofit institution of equal or larger size

Salary Information: Hiring Range: $5,422.71 - $7,479.58 semimonthly, commensurate with experience
