Salary:

Salary Range: $3,516 - $6,720 per month (anticipated salary range:$3,516 - $4,000 per month)

Note: This is a full-time (40 hours per week), probationary, non-exempt position

Overview:

This position operates under the leadership of the HRIS manager. The primary purpose of this position is to provide comprehensive analysis, administrative and technical support, and consultation on employment matters. The scope of the work is comprehensive in nature. The successful candidate is expected to exercise good judgment and sound reasoning in taking appropriate and timely action.

This position is classified as "Confidential" in accordance with the provisions of the Higher Education Employer-Employee Relations Act (HEERA). The incumbent regularly performs duties that require access to confidential information, which contributes significantly to the development of management positions and responses. This position works closely with the AVP for HR and the HR Information Systems (HRIS) Manager in the collection, organization, presentation and review of confidential data on a wide range of matters, including seniority point calculation, staff and MPP personnel actions, collective bargaining, and other related personnel matters.

Position Summary:

Complaints and Grievance Support

  • Provide administrative support to HR management team related to complaints and grievance
  • Perform basic research as requested by HR management team
  • Assist investigators by serving as additional departmental representative in complaint interview process EO 1096 and EO 1097
  • Maintain complaint and grievance files

Personnel Administration

  • Research, analyze and apply campus policies, collective bargaining agreements, state and federal laws, and regulations
  • Ensure compliance with campus policies/CBAs, state and federal laws and regulation by providing guidance and training to others
  • Analyze and enter HR transactions using HRIS system (PeopleSoft)
  • Generate reports and assist with the preparation and gathering of sensitive data for fact finding, investigations, grievance responses, notice of investigation, collective bargaining, union release time coordination, meet and confers, disciplinary actions, information requests and workforce analytic requests
  • Support a broad range of technical and administrative projects and programs
  • Gather and provide information using appropriate software packages for a variety of HR documents, surveys, reports and presentations in support of policy planning, information requests, HR program development, and strategic decision­ making efforts
  • Analyze, track and correct data discrepancies between PeopleSoft and PIMS
  • Maintain the transaction download from PIMS to PeopleSoft each week to analyze and load State Controller initiated pay transactions
  • Provide high level technical support using such functions as advanced e-recruit features of PeopleSoft HR
  • Exercise good judgment in deciding when to forward or respond directly to matters related to collective bargaining agreements or university and system policies
  • Assist with all aspects of the recruiting process for staff and management positions, including related analysis in consultation with HR Manager
  • Be proactive in recognizing and recommending improvement to HR processes
  • Develop or assist in the development and maintenance of internal/external operating guides
  • Maintain the confidentiality of all records accessed, reflected in signing the Data Confidentiality Agreement

Person of Interest Processing

  • Act as the campus expert for Person of Interest processing
  • Troubleshoot POI problems and works with the HRIS Manager to resolve the most complex issues
  • Maintain the volunteer files/forms and corresponding expiration dates

I-9, Visa and Permit Processing

  • Ensure Fresno State is compliant in its hiring of employees with the proper I-9 documentation and visa and permit processing
  • Communicate policy and procedural information to campus departments
  • Audit I-9 files as necessary

Conflict of Interest and Mandated Reporter

  • Serve as primary administrative support for Conflict of Interest and Mandated Reporter tracking
  • Maintain accurate records and notify those who are late with compliance to training, forms and/or acknowledgement
  • Document and file certificate for COI
  • Coordinate with Regulatory Manager for COI designated positions and categories for COI annual reporting

Secondary Duties of the job include:

  • Generate Ad Hoc reports within the PeopleSoft
  • Verify and audit a wide variety of employment letters based on established templates
  • Maintain a wide variety of electronic and manual files and ensures records are retained in accordance with established policy
  • Maintain the confidentiality of all records accessed
  • Regular attendance during specific work hours
  • Maintain good working relationships with co-workers
  • Prioritize workload as appropriate and remain flexible in adapting to changing priorities
  • Other duties as assigned

Knowledge, Skills & Abilities:

  • Working knowledge of multiple Human Resources, Payroll and Benefits functions and processes
  • Knowledge of university infrastructure, policies, and procedures
  • Knowledge of Peoplesoft Human Resources software or other ERP Human Resources system
  • Demonstrated knowledge of English grammar, spelling, and punctuation
  • Experience using management information systems and databases, including report development and analysis
  • Possess time management skills to stay focused and complete long term and short-term objectives without constant supervision
  • Attention to detail that requires complex problem solving
  • Ability to analyze and define problems, establish facts, collect data, and draw valid conclusions from internal and external customers
  • Ability to use, generate, update, integrate, and manipulate spreadsheets, word documents, database files, email program and other common office computer programs. With this information, create documents, graphs, tables, etc. for departmental and campus wide distribution.
  • Ability to work effectively and efficiently in a fast-paced, multi-tasking, team oriented and stressful environment while maintaining a calm and professional demeanor
  • Ability to communicate effectively in oral and written formats
  • Ability to maintain confidentiality of all files processed and appropriately handle sensitive communications with employees and external agencies
  • Ability to work effectively with faculty, staff, students and the general public from diverse ethnic, cultural and socio-economic backgrounds

Education and Experience:

  • Bachelor's degree in related discipline and two years of experience working with aHuman Resources information system, preferably using an on-line recruiting and personnel system
    • A combination of education and work experience may be substituted as determined appropriate by the hiring Manage

Specialized Skills:

  • Ability to accurately translate complex employment transactions and apply the appropriate PeopleSoft Action/Reason code. These action/reasons will create a PPT (Personnel/Payroll Transaction) with the correct PIMS transaction code and element types. These transactions are used to generate pay in the State Controller's Payroll system.
  • Ability to accurately access the action/reason codes and their associated actions on benefit enrollment and absence management eligibility to ensure employees receive timely and accurate benefit enrollment
  • Demonstrated knowledge and experience working with the Federal Form I-9

  • Bachelor's degree in Business Administration/Human Resources
