Job Summary:
The Child Welfare Training and Advancement Program (CWTAP) in the School of Social Work at Eastern Washington University is currently accepting applications for a project position as Fiscal Specialist 2.

Under general direction, position performs a variety of complex and varied fiscal and administrative support functions such as analyzing and developing budgets for grants, contracts, state funds, and/or program funds, establishing and maintaining comprehensive fiscal recordkeeping systems, analyzing, establishing and maintaining cost center and/or self-sustaining accounts, maintaining professional fee records, and coordinating diverse unit-wide fiscal support functions such as travel reimbursement, purchasing and fiscal planning. Positions at this level typically function in support of units with diverse activities such as research, teaching, patient care, and community service programs.

Position reports to the Director, and is expected to exercise independent judgment in developing, modifying, and maintaining multiple record keeping and reporting systems for varied and complex sources of funding; interpreting and applying rules and regulations to resolve problems; advise staff regarding applicable policies and procedures, and recommend alternative courses of action. Position uses established procedures in performing fiscal responsibilities, and ensures work is in conformance with regulations, policies and standards.

This is a full time position and works year-round (12 months per year). Some flexibility in work schedule may be possible, after the person hired for the position completes six months of employment.

Required Qualifications:

  • AA or higher level degree; prefer degrees in Accounting, Finance, Business or related field.
  • At least three years work experience related to the job responsibilities which must be beyond entry level work. Kinds of qualifying work include:
    • Fiscal and budgetary responsibilities
    • Data analysis, numerical analysis, computation, reporting from data systems, statistical analysis
    • Grant tracking, reconciliation, data maintenance, record keeping
    • Working with contracts, purchasing, expenditures, auditing

Part time experience may qualify but must be pro-rated to its full time equivalent.
  • Additional years of relevant education may be substituted, on a year-by-year basis, for two years of the required work experience. In other words, if you have a BA degree, that would be considered equivalent to two years of experience; you would still need to offer at least one year relevant work experience as described above.
  • Strong computer skills demonstrated by three years of successful full-time work experience using a variety of software programs including Excel, Word, databases, and data systems as follows:
    • Excel, demonstrated ability to develop complex spreadsheets using advanced features, and to create spreadsheets to develop and maintain records.
    • Word/MS Office, ability to perform complex tasks such as merge fields, design tables, and other advanced functions.
    • Database management, ability to create new databases, enter data, sort, import/export files in database, and create reports.
    • Intermediate skills with the ability to troubleshoot own workstation and to train others on software.
    • Email, ability to send messages to multiple recipients, make contact lists, and send attachments.
    • Ability to perform (or learn) website maintenance.
  • At least one-year experience using an enterprise data system, preferably Banner (financial) or other large, complex, multi-dimensional data system with over 10,000 records.
  • Must offer superior verbal and written communication skills and a high level of professionalism.
  • Demonstrated ability to maintain a superior level of organization.
  • Demonstrated success handling a demanding workload with overlapping deadlines and requiring great attention to detail, perseverance, initiative, and ability to function equally well taking direction and working independently, and in an environment characterized by interruptions throughout the workday and where supervision is off-site.
  • Experience maintaining both manual and electronic records and files.
  • Demonstrated ability to apply a culturally responsive and flexible approach that is sensitive to the diverse needs of the students, faculty, and administrators including needs for universal access.


Preferred Qualifications:
  • Work experience which includes responsibility for multiple fiscal and budgetary functions similar to the responsibilities assigned to this position (i.e., responsibility for multiple budgets, purchasing, personnel/payroll, specialized reporting, etc.).
  • Two or more years experience performing fiscal/budgetary responsibilities in a college or university environment.
  • Experience in managing fiscal/budgetary responsibilities for grants, contracts, and/or sponsored programs.
  • One-year full time work experience demonstrating success in handling communications with a variety of different kinds of internal and external clients, such as federal, state, city, and county government agencies, professionals in the community, internal staff/managers/administrators, students, and other constituents.

Responsibility / Duty:
Grant Activities
  • Consult with funding agencies to resolve problems and/or obtain approval for deviation from authorized procedures or expenditures.
  • Correspond with grants and purchasing departments within the university.
  • Develop budgets for grants, contracts, or other funding request; prepare appropriate forms for contracts and agreements; develop, recommend, and or establish change schedules for cost center and or self-sustaining accounts.
  • Develop, modify and maintain multiple record keeping and reporting systems for varied and complex sources of funding; develop procedures for implementation, execution, control and review/audit of fiscal operations.
  • Develop, track, analyze, and plan budgets with the Director.
  • Prepare and maintain quarterly and yearly reports related to Department of Children, Youth & Families (DCYF) requests and Federal Regulations relating to the program.
  • Prepare specialized reports; conduct special studies to research and or justify fiscal request/needs.
  • Analyze, modify and recommend improvements in subsidiary and general fiscal recordkeeping systems; apply knowledge of accounts and program relationships, data flow, audit trails and internal controls to design and implement financial data systems.
  • Select, develop, implement and or modify manual or automated fiscal reporting tracking system to address specific unit needs.
  • Forecast fiscal needs/commitments; develop long term planning documents; participate in the planning of new programs by conducting analysis of unit needs and resources and making revenue projections.
  • Prepare monthly cost/spending analysis for CWTAP Director.
  • Train CWTAP faculty and staff regarding financial paperwork.

Student Tracking
  • Maintain official Child Welfare Training and Advancement (CWTAP) student files and IV-E certification documents.
  • Develop and track all student enrollment forms requested by DCYF.
  • Prepare, track, monitor and solve problems with all CWTAP student financial assistance and stipends.

Responsibility / Duty:
Administrative Support
  • Work closely with the director and the university regarding purchasing of all equipment, furniture and daily needs of the program.
  • Monitor and track inventory of equipment, furniture and supplies within all CWTAP offices throughout the state.
  • Provide or arrange for maintenance on all CWTAP office equipment.
  • Coordinate the use of equipment within all CWTAP sites.
  • Monitor and purchase supplies for each site monthly.
  • Prepare, monitor, and track requests for all CWTAP staff to attend conferences.
  • Monitor, track and prepare travel for all CWTAP staff and CWTAP students.
  • Monitor, track and prepare mileage for all CWTAP staff and CWTAP students.
  • Maintain master email distribution list of students, and in coordination with program director send updates and other important messages to students.
  • Coordinate and maintain student contract paperwork, and when necessary prepare student withdrawal paperwork.

This position is grant funded; the CWTAP grant is a long-running grant with 25 years of successful annual renewals.

Salary Information: The salary range for this position is $41,256 (minimum) $53,856. Where the selected candidate starts within the range is DOE/DOQ.
