About the Position:
The Facilities Management department within the division of Administration and Finance provides the campus community with a wide variety of maintenance services and event support. We are seeking an exceptional individual to join our team as Director of Planning and Design. The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Reporting directly to the Associate Vice President for Capital Programs and Facilities Management (AVP CPFM), the Director of Planning and Design is a key member of the Facilities Management senior leadership team. Directs and manages the staff and resources of the Office of Planning and Design. Directs all campus activities related to the planning and design of capital projects. Represents the campus on planning capital projects to see that the University's needs and each project's scope, budget, and schedule are met. Develops and implements design guidelines, standards, and procedures. Employs management systems to ensure that all projects are managed in accordance with the State University Administrative Manual (SUAM) and CSU guidelines and will withstand audit scrutiny. Directs development of long term planning and annual submission of the University's 5 Year Capital Outlay Budget Change Proposal (COBCP) submittal. Updates and manages the Campus Space and Facilities Database (SFDB). Other duties as assigned.



Essential Qualifications:
Bachelor's degree in Architecture, Engineering, Business or a related field from an accredited college or university, or an equivalent combination of education and experience. Minimum of 10 years of experience in the administration of capital projects, both large and small. Experience with budgeting and public works contracting procedures. Excellent written and verbal skills. Successful experience in making presentations to varied groups. Successful experience in communicating with a wide variety of individuals at various levels in the organization. Ability to read, analyzes, draw, and critique plans and design proposals, and the ability to review and enforce project specifications.

Working knowledge of building codes, construction practices, safety rules, and project oversight and inspection requirements. Excellent customer service and interpersonal skills to establish positive relationships. Ability to work collaboratively with a wide range of people to achieve departmental goals. Ability to perform well under pressure of deadlines and conflicting priorities. Ability to use progressive management style, including knowledge of employee relations and employee development concepts. Proficient in the software common to this position, including Microsoft Office programs such as Word, Excel, PowerPoint and Outlook, and the ability to learn and understand new software programs sufficiently to perform duties.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Special Working Conditions:
The scope of responsibilities for this position includes the making or participating in the making of decisions that may have a material financial benefit on the incumbent. Therefore, you will be required to file an initial Conflict of Interest Form 700: Statement of Economic Interests within thirty (30) days from date of hire and on an annual basis; and complete the CSU sponsored ethics on-line training within thirty (30) days of appointment, and at least once during each consecutive period of two calendar years following the appointment.

Sometimes works on construction sites, walking and observing in varying weather conditions and on uneven surfaces. Will be exposed to occasional dusty and dirty construction environments. Will be exposed to occasional noisy environments. May have rare contact with hazardous building materials. Will be assigned a master key. May be required to respond in emergency situations outside of normal working hours.
