Salary:
Anticipated Hiring Salary Range: $150,000 - $175,000 per year.

The salary is competitive and is negotiable depending on the strength of qualifications. This is a CSU Management Personnel Plan (MPP) position with an attractive benefits package which includes but is not limited to: a vacation accrual rate of 16 hours per month; 12+ paid holidays; excellent choice of medical, dental and vision insurance, long term disability coverage, life insurance; and retirement benefits.

Overview:
The Chief of Police and Director of Public Safety is responsible for planning, organizing, and directing the operations of Fresno State's Public Safety Department (Police and Traffic and Parking Operations), which includes a comprehensive law enforcement program focused on a climate of safety and security for the campus community, emergency preparedness, crime prevention, investigations, and traffic control. The Chief is administratively responsible for law enforcement, crime prevention, related investigations, facility security, emergency preparedness, fire safety, parking and traffic control, and confidential law enforcement information management and serves as a liaison with external public safety agencies and public assistance services. This position supervises 57 full-time employees and 40 student assistants in the following classifications: MPP (sworn and non-sworn positions), sergeant, corporal, police officer, information technology consultant, dispatcher, parking officers, community service specialists and other administrative support personnel.

Position Summary:
Major Duties of the job include:
  • Responsible for the safety of the campus community
  • Manage an annual budget of $2.6 million
  • Administer a comprehensive university law enforcement program that includes facility security, emergency preparedness, parking and traffic control
  • Leads courageously by addressing difficult issues
  • Ensure the efficient and effective operation of the department
  • Develop and implement operating policies and procedures for the department
  • Recommends, creates, and implements long and short term strategic plan goals and operational plans for the department
  • Administer performance evaluations
  • Ensure compliance with collective bargaining agreements
  • Ensure compliance with applicable CSU and University policies
  • Demonstrate a strong commitment to affirmative action and diversity goals
  • Serve as a principal resource and advisor to the University Administration on all matters related to the protection of lives and property, preservation of peace, and the enforcement of laws and regulations on campus
  • Administer and monitor emergency management and business continuity plans
  • Work with regional law enforcement agencies to address crime and crime prevention in areas adjacent to the campus
  • Maximize productivity and efficiency of departments through use of technology
  • Ensure completeness, accuracy, and timeliness of all operational functions
  • Manage University Police Department personnel policies and decisions including recruitment, selection, training and evaluation in a manner that attracts, develops and retains a professional and diverse workforce

    Key Relationships:
  • Advise the University senior administration (e.g, President, Cabinet, Campus Preparedness team) in matters related to campus safety and security
  • Serve as a member of the Division of Administration and Finance Leadership Team and the Campus Preparedness Team
  • Establish internal and external relationships that will support the University's mission
  • Serve as needed on campus and CSU committees and task forces
  • Maintain a close working relationship with all members of the University community including students, faculty, staff and administrators consistent with a "service-based" philosophy
  • Represents the University to federal, state, and local regulatory agencies, as required, to protect the University's interest in matters of law enforcement and safety
  • Act as the University's law enforcement liaison with external public safety agencies and community organizations (especially the City of Fresno)
  • Maintain regular contact and involvement in professional law enforcement and public safety organizations with a focus on bringing the highest levels of excellence to the department

    Qualifications:
    Required Qualifications:
  • Bachelor's degree from an accredited four-year college or university with a major in police science, criminology, public administration or related field
  • Five (5) years of progressively responsible law enforcement management experience as a lieutenant or higher
  • Candidates must:
    o Satisfy all California Commission on Peace Officer Standards and Training (POST) and California State University physical and training standards
    o Possess current POST management certification
    o Have completed a variety of POST leadership courses
  • Demonstrated ability to establish strong esprit de corps among police officers
  • Demonstrated understanding and ability to enact emergency preparedness and disaster control procedures
  • Demonstrated ability to manage police operations
  • Demonstrated ability to provide strong leadership
  • Demonstrated skills in budget management, and supervision of staff and staff development
  • Knowledge of policies, laws and related case law that impact the law enforcement profession; regulations and standards that govern the operation of a law enforcement agency
  • Knowledge of Federal and California State laws regarding campus law enforcement (such as FERPA, Clery, Title IX, Violence Against Women's Act (VAWA), AB540 students, and access to university records such as Patriots Act)
  • Knowledge of the California Peace Officers Bill of Rights
  • Thorough knowledge of public safety concepts and law enforcement and security methods
  • Strong interpersonal skills and the ability to motivate others
  • Excellent communication skills, including the ability to clearly articulate ideas, both orally and in writing
  • Proven ability to manage multiple complex projects and assignments in a consultative, efficient and effective manner
  • Excellent customer service and public relations skills
  • Ability to:

  • Familiarity with collective bargaining and administering corrective action as appropriate in a collective bargaining environment

    Preferred Qualifications:
  • Sworn law enforcement experience in a Public Higher Education setting
  • Master's Degree in Criminology or related field
  • Graduation from POST Command College or FBI National Academy
  • Knowledge of processes required to maintain IACLEA accreditation and correlating standards of practice
