Job Summary:
We are currently seeking skilled and team-oriented applicants for the following position: Assistant Director - Post-Award

Primary responsibilities of the position:
  1. Assist with the post-award administration and management of grants and contracts awarded to the University from federal, state, local government and private sources.
  2. Prepare, review and submit financial reports as needed.
  3. Coordinate and assist with the documentation of post-award systems, processes and procedures, and in developing various reporting and/or compliance forms.
  4. Perform and assist in testing and development of various systems impacting the Office of Grant and Research Development (OGRD).
  5. Maintain expertise in federal and state laws and policies to ensure regulatory compliance.
    • Provide oversight in the management of the compliance reporting process of Level of Effort reporting.
  6. Supervise Grant Project Funding Manager(s) and support the Office of Grant and Research Development as needed including working collaboratively with Pre-Award Administration.
  7. Perform other duties as assigned.

Required Qualifications:
  • Bachelors degree in accounting, finance or business administration with a major in accounting
  • 3 or more years of experience with federal grant and contract accounting and administering fiscal and regulatory compliance requirements for grants and contracts
  • Knowledge of and experience in regulatory compliance including Uniform Guidance
  • Working knowledge of electronic research administration
  • Experience with complex budget development and management
  • Demonstrated experience in preparing and submitting financial reports for federal, state, local, and private grants and contracts
  • Strong analytical skills
  • Strong writing, editing and communication skills
  • Ability to work under pressure while maintaining accuracy
  • Technologically proficient, familiarity with Microsoft products
  • Ability to manage multiple tasks simultaneously
  • Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility, and/or diversity.


Preferred Qualifications:
  • Possess a Masters degree in accounting or Certified Public Accountant license
  • Experience using financial accounting systems such as BANNER or other fund accounting systems
  • Prior experience in a higher education setting
  • Advanced knowledge of and experience in regulatory compliance including Uniform Guidance, Federal Funding Accountability and Transparency Act, OMB Compliance Supplement, State of Washington Office of Financial Management (OFM) Accounting Policies and Procedures
  • Experience performing Single Audits under Uniform Guidance
  • Contributing member of team preparing Single Audit Report and Schedule of Expenditures of Federal Awards (SEFA)

Assist with the post-award administration and management of University grants and contracts
  • Train project directors about internal University procedures pertaining to project implementation.
  • Analyze index activity, calculate, and prepare monthly, quarterly, annual and/or final financial reports.
  • Review and approve grant and contract funded expenditures for allow-ability, reconciliation, and close out.
  • Monitor individual grant/contract budgets for deficits and adherence to approved budgets and assess need for carryover and budget modification requests and assist with agency approvals as necessary.
  • Interpret terms and conditions regarding grant/contract funds for project directors and grant personnel.
  • Monitor projects compliance with matching and cost-sharing requirement.

Prepare review and submit financial reports for grants and contracts
  • Review estimates, expenditures and program reports and analyze problems, make recommendations, and carry out corrective action as required.
  • Resolve payment, expenditure, and grant reporting issues on behalf of the Office of Grant and Research Development.
  • Review, approve and prepare budget entries on the Banner Finance system.
  • Perform various procedures required by federal, state and local funding agency regulations to ensure University compliance with reporting requirements.
  • Direct and evaluate activities of Grant Project Funding Manager(s).
  • Review and approve grant and contract billings in the Executive Directors absence.
  • Serve as post-award liaison with granting agencies and for grant project personnel within the EWU system.

Assist in the development and generation of various reporting and compliance forms as requested by the OGRD Executive Director or Director of Post-Award Administration
  • Document post-award systems, processes and procedures using electronic methods, flowcharts and formats that are compatible with the Universitys standards.
  • Perform and assist with testing various systems university financial systems impacting the Grants Office, including but not limited to Banner Finance, Banner Research module, EagleNET, Banner Self Service, Tableau.
  • Provide assistance and input in the development of financial reports and tools to assist faculty and staff in budget management.

Maintain expertise in federal and state regulatory compliance for including level of Effort reporting
  • Provide oversight as needed in monitoring and reviewing the generation of and accuracy of Level of Effort-Personnel Activity Reports (PARs) to ensure compliance with federal regulations.
  • Assist in following up on requests for documentation from project staff that is required to be maintained by the OGRD.

  • Provide information as needed to revise and update Post-Award resources in the OGRD website and various guidance documents to ensure they are current and up to date.

  • Represent the Executive Director Grants and Research Development in carrying out responsibilities in the Executive Directors absence.
